| With the expansion of the scope,fields and levels of China’s opening-up and the in-depth implementation of the "the Belt and Road" initiative,The pace of "going global" of Chinese enterprises is accelerating,the number of institutions and personnel stationed abroad is increasing rapidly,and the distribution of countries and regions is becoming more and more extensive.Many of those who have gone abroad are CPC members.Under the new situation,strengthening and improving the education and management of CPC members in overseas units of Chinese-funded enterprises has become a new problem.The state-owned enterprises with the unique advantages of adhering to the leadership of CPC and strengthening CPC construction,especially the state-owned construction enterprises as an important force of "going out" and participating in the construction of "The Belt and Road",began to pay more and more attention to the education and management of CPC members in their overseas units.This paper selects Z state-owned enterprise as the case study,and expounds the achievements achieved from the basic work content,basic work guarantee and basic work mode of education management of CPC members in overseas units of Z Enterprise.Through empirical investigation,it is found that there are some problems in the education management of CPC members in overseas units,such as the development of educational activities of CPC members is not standardized,the quality of educational management of CPC members is different among regions,the supervision and restraint mechanism of educational management of CPC members is not perfect,and the evaluation and incentive mechanism of educational management of CPC members is not effective.If the above problems are not solved,it will affect the improvement of the quality of CPC members in state-owned construction enterprises,affect the cohesion of CPC organizations,affect the joint efforts of overseas construction units,and hinder the economic development and progress of enterprises.As a result,This study intends to study and analyze the problems and causes from the three perspectives of environment,organization and individual,with the improvement of education management of CPC members in overseas units as the entry point.First,environmental reasons: the particularity of overseas environment,the strong mobility of personnel in the construction industry,the difficulty in ensuring the time for study and education,and the influence of diversified thoughts in foreign society;Second,organizational reasons: the widespread phenomenon of emphasizing development over CPC building,resulting in internal ideological barriers,the influence of the ability and level of the CPC affairs staff of the project and the lax implementation of the system,resulting in poor results in CPC members’ education and management;Third,the reason of personal level: the CPC member’s thought is becoming more and more diverse,individual CPC member’s thought is slack and CPC member’s role understanding is not in place,desalinate personal influence.According to the existing problems,targeted to make a series of countermeasures:One is to build a long-term learning and training mechanism to improve the quality of CPC members;Second,to build a long-term supervision and restraint mechanism to standardize the management of CPC members;The third is to build a long-term incentive evaluation mechanism to stimulate the vitality of CPC members,in order to strengthen and improve the effect of education and management of overseas CPC members in state-owned construction enterprises. |
