Preschool education is an important foundation of the national educational system,but there are issues of unbalanced and insufficient development.Especially,the insufficient resources of inclusive kindergartens lead to a tremendous contradiction between supply and demand.Therefore,the nation raises to "run preschool education well",scientifically plan and layout kindergartens,and put forth effort to expand the resource supply of inclusive preschool education,so as to meet parents’ requirements for high quality kindergartens and state-run kindergartens.With the goal of scientific planning and layout of kindergartens,the thesis starts from the perspective of supply-demand equilibrium,and conducts research on kindergarten layout from three respects: The first is to sort out the present situation of supply and demand of kindergartens in Harbin urban area;the second is to analyze the issues existing in supply and demand of kindergartens in Harbin urban area;the third is to propose the planning strategies for kindergarten layout under the goal of supply-demand equilibrium.Firstly,the thesis defines the concept of supply-demand equilibrium,preschool education,kindergartens and layout planning for kindergartens,and reviews the research status at home and abroad.Then,the thesis researches the theory of equilibrium between supply and demand,the correlation theory and technological means of layout planning for kindergartens,and analyzes the related cases.Finally,taking Harbin urban area as an example,the thesis makes an in-depth analysis of the supply and demand situation of kindergartens in urban areas and learning places from four respects: quantity,structure,distance and quality from three levels of urban areas,towns and countries,and subareas,and summarizes four respects of issues existing in the supply and demand of kindergartens: The first is the issue that the shortage of supply quantity cannot meet the requirements for suitable-age children to enter kindergartens;the second is the issue that the substandard kindergarten supply structure cannot reach the development goal of kindergartens;the third is the issue that the unbalanced distribution of supply space for kindergartens cannot meet the requirement for entering kindergartens nearby;the fourth is the issue that the uneven configuration of supply resources for kindergartens cannot meet the requirement for educational equality.In response to the above-mentioned four issues,the thesis proposes four major planning strategies:The first is to stick to the goal of supply-demand equilibrium,and to confirm the supply quantity for kindergartens in accordance with supply and demand;the second is to stick to the direction of public welfare and universal benefit,and to confirm the supply structure in light of the quantity demanded for state-run kindergartens;the third is to stick to the principle of entering kindergartens nearby,and to improve the spatial arrangement of kindergartens in light of the service radius;the fourth is to stick to the concept of educational equity,and to develop kindergartens in a balanced way.The thesis proposes planning strategies for kindergartens from the perspective of the supply-demand equilibrium,provides a theoretical reference and implementation gist for the government sector to improve the layout for kindergartens,and also offers ideas for the city to establish a public service facility system with a supply-demand equilibrium.
