| The Urban Master Plan is a strategic program document that guides urban construction and development,and the evaluation of the overall plan implementation is listed as a legal requirement by the Urban and Rural Planning Law.The mainstream is the evaluation of the consistency between planning expectations and construction reality.However,the overall planning is not a planning at the construction guidance level.Mechanical evaluations are difficult to make overall judgments and judgments on the strategic leadership role of the overall planning.As the core content of the overall plan,the urban spatial development strategy focuses on constructing a reasonable and orderly spatial pattern.Therefore,a structural assessment of the planning implementation effect of the spatial pattern is a new direction worth exploring.This paper understands the role of urban planning in shaping the spatial pattern as a kind of planning empowerment,borrowing the concept of physics to construct a framework,consisting of mass energy,potential energy and kinetic energy,and assumes that these three potentials work together on the urban spatial pattern.This study takes the planning implementation of the Guangzhou City Master Plan during2005-2018 as a case,and takes the spatial pattern composed of the three major elements of the city center system,the urban development cluster and the urban axis as the evaluation content,and focuses on the quality,potential,and energy of the spatial unit.Quantitative description of kinetic energy and analysis of its matching relationship,construction of a structural evaluation framework,and exploration of technical routes and methods for quantitative evaluation.Based on the interpretation of the plan,the quality,potential and kinetic energy were carried out for the planning and empowerment of the inner city spatial pattern.On this basis,the text mining method is used to analyze the key word frequency,semantic network,and spatial information extraction on the text files of the planning authority during the implementation of the plan,and to study and judge the administrative means that the plan empowers for different types of implementation measures.Finally,comprehensively analyze the planning empowerment analysis in the first and final years and the implementation measures during the planning period,and conduct a structural assessment of the implementation effects of the spatial development strategy and spatial pattern formulated in the overall plan.The research results show that the implementation of the spatial pattern is well implemented,which is mainly manifested in the following points: the inner city dual-center pattern has basically formed;the partial reorganization of various development groups shows the trend of "Western Union" and "Eastward Advancement",and "Central adjustment" is advancing steadily,and the momentum of "Northern Optimization" is good;the traditional city axis,the Tianhe New City axis and the Pearl River Development Industry Development axis play a dominant role in the effective organization of space empowerment.The following enlightenment is obtained through research: the reasonable matching of space mass energy and potential energy promotes the development of kinetic energy,thereby promoting the release of space development potential,and the potential energy of spatial interaction plays a leading role in this process.Urban planner needs to focus on the space determined by spatial interaction Location.The effect of planning and implementing the spatial pattern of Guangzhou’s inner city should be attributed to its endogenous strong development momentum,which is the result of the "spillover" of the inner city agglomeration effect.The planning empowerment has better guided the spillover "eastward advancement" and "southern expansion",which is conducive to the better development of Guangzhou in the construction of the Greater Bay Area.The structural evaluation framework and its quantitative technical routes proposed in this study can provide a useful reference for the methodological construction of urban overall planning structural evaluation. |
