| Although the old villages close to the urban central area have excellent location conditions,their poor physical space environment,imperfect industrial chain and inefficient land-use efficiency do not meet the basic requirements of intensive and economical development and high-quality development of New Urbanization,and also cause the adverse situation of urban-rural dualism.Urban and rural planning is in the process from incremental planning to stock planning in China.The redevelopment of inefficient stock land such as old villages has become an important starting point for high-quality urban development.To promote the redevelopment and transformation of inefficient old villages in a reasonable way,improve their spatial quality,inject new industrial chain,and improve the living standards of local residents are one of the New Urbanization strategies to realize "urban-rural integration and economic and intensive development",and to solve the urban-rural dualism.Guangdong Province is the first pilot area of "San-jiu" Reconstruction(old village,old factory building,old town)in China,and its old village transformation is in the forefront of China.However,due to the large number of stakeholders,cumbersome approval process and strict policy restrictions,it is difficult to carry out the old village reconstruction.The low efficiency of old village reconstruction directly affects the smooth advancement of New Urbanization strategy.How to innovate from the system design and speed up the transformation of old villages under the premise of ensuring that the interests of various stakeholders are not affected too much has become an urgent problem to be studied.In order to innovate the "San-jiu" Reconstruction policies involving the transformation of old villages,Huangpu District of Guangzhou was selected as the provincial pilot project of "San-jiu" Reconstruction in Guangdong Province.Some policy innovation experiment was carried out in Huangpu District,and preliminary results were achieved.This paper systematically analyzes the policy innovation of "process reengineering" of old village reconstruction in Huangpu District,and explores the effect of process reengineering in Huangpu District by comparing actual cases.The main chapters and contents of this paper are divided into four parts,six chapters.The first part is the first chapter,which describes the selected problems in this paper.The first chapter introduces the background,research purpose and significance,research methods and technical route of this paper,and briefly introduces the main contents of this paper.The second part is from the second chapter to the third chapter,which is the introduction of the article.Including literature review and analysis of the "three old" transformation policy in Guangzhou.The second chapter,literature review,analyzes the related concepts of old village and old village reconstruction.The third chapter analyzes the development context and evolution process of the "San-jiu " transformation policy in Guangzhou since 1980,and summarizes the achievements and shortcomings of the old village transformation in Guangzhou at the present stage.The third part is the fourth to sixth chapters,which is the core chapter of this paper.It mainly explains and analyzes the policy innovation of the old village reconstruction in Huangpu District of Guangzhou city.The fourth chapter introduces the background,demand and specific content of the policy design of old village reconstruction in Huangpu District.The fifth chapter mainly analyzes the advantages and disadvantages and effectiveness of the policy innovation of old village reconstruction in Huangpu District.Firstly,it analyzes the advantages and disadvantages of Huangpu District’s policy design in theory.Secondly,it discusses the actual effect of Huangpu District’s policy implementation from the reality.The sixth chapter mainly analyzes the future optimization direction and promotion of Huangpu District policy.The fourth part is the seventh chapter,which is the end of this paper.It mainly summarizes and promotes this paper. |
