Study On The Goals Transmission Mode Between Strategic Framework And Planning Implementation In Brisbane City Plan

China’s traditional planning can not realize its original intention in the process of goal transmission and implementation management,and with the release of central documents such as “Some opinions on establishing territorial space planning system and supervising its implementation”,the exploration and practice of territorial space planning will be carried out step by step.However,under the “Five-level and three-type” territorial spatial planning system,how the Master Plan constructs the target system,and how the target conduction is carried out between the master plan and the detailed plan,how to ensure the realization of the goal--that is,how to control the implementation of such issues are still under exploration.Brisbane,the capital of Queensland in the Commonwealth of Australia,the comprehensive document of Brisbane City 2014 prepared by the city council has the remarkable characteristics of comprehensive construction of the target system,coherent conduction path between the target and the implementation of the plan,and different management tools and contents.Aiming at the different development target areas such as urban central area,peripheral green space and rural areas,there are different and effective target transmission and control methods,which can be used for reference in the current exploration of China’s territorial space planning.Therefore,this article takes the target conduction way between the strategic framework and the planning implementation in the Brisbane City 2014 as the Research Object,analyzes its urban development goal as well as the goal conduction and the realization.First of all,the text structure of Brisbane City 2014 is introduced,which is based on the Queensland planning system,this paper analyzes the construction and internal connection of development goals in the strategic framework,the contents and functions of different planning and implementing tools,and generalizes the transmission and structural relationship between the strategic framework and various planning implementing tools.Secondly,the paper chooses two typical areas,the green rural area and the urban center in the west of Brisbane,and analyzes their development goal,goal transmission mode and content of management and control.It is concluded that greenbelt and rural area are single-level because of single land use and single-level target transmission,and use management is carried out by comprehensive zoning and use rules,while the development activities in downtown area are more complex and target transmission is two-level,at the same time,according to the Development Goal of the global business center,multi-mixed-use centralized management,use of integrated zoning and community planning to achieve the use of control and plot control.Finally,the author summarizes the experience of goal transmission in the comprehensive document of Brisbane City Plan,and puts forward the integration of different-oriented and complicated planning goals from three aspects: goal integration,goal transmission and goal realization According to the planning goal,it is suggested to construct the different goal conduction way in and out of the urban development boundary,to combine the space to perfect the control rule,to restrict the human development behavior in an all-round way,and to guarantee the consistency of the goal and the implementation.It is hoped that by using Brisbane’s experience for reference,it will broaden the research thinking for conducting and managing the goal of territorial space planning at the level of city.
