Study On The Formation And Planning Transmission Mechanism Of Regional Interests In Queensland

China’s territorial spatial planning system has basically taken shape,and a mechanism for the compilation and transmission of "five levels,three types and four systems" has been initially established.It is also required that the planning priorities at all levels and various types should be clearly defined and the transmission mechanism for the implementation of planning should be improved.However,there is still a lack of specific transmission path between regional planning,which focuses on promoting regional coordinated development,statutory planning and special planning of local cities,and the generalization and mode of regional planning goals,which makes it difficult to implement the planning results.Regional planning is an important level to reflect the national will and provincial development strategy,and to guide the compilation of local urban planning.How to define the core objectives of regional planning and how to construct the transmission mechanism of regional planning in the territorial spatial planning system are complex topics that need to be studied at present.In Queensland,Australia,regional planning is regarded as a universal tool for regional governance,and "regional interests" are taken as the basis for planning compilation and development control.The Regional Planning Benefits Act and supporting regulations are legislated to provide legal support.This provides a new way to solve the problems in the compilation and transmission of regional planning in China,but how to draw on the experience of Queensland is the focus of this paper.The research content of this paper mainly includes two aspects.One is to clarify the concept and connotation of "regional interests" in the context of Queensland’s integrated planning system through systematic research.The second is to explore the formation of benefits in Queensland and its transmission mechanism in the planning system through the planning policies and outcome documents at the state and regional levels.The definition of the concept of "regional interests".Firstly,the paper analyzes the reform background and current structure of the integrated planning system in Queensland and summarizes the two main characteristics of the integrated planning system in Queensland and its performance orientation.Then it further studies the laws and regulations of regional interests,clarifies that the spatial category of regional interest control is regional interest area,and the management object is land resources development and exploitation activities,and summarizes its development and control mode.Finally,the definition of regional interests is summarized.The formation of regional interests and the conduction of planning.The State Planning Policy is a policy document for the overall arrangement of planning and development in Queensland.Regional planning is a detailed and specific reflection of the state interests proposed in the State Planning Policy.In this paper,the two levels of planning documents to deconstruction,comb,interpret,and summarize,inductive "state interests" and "regional interests" is derived from the formation of performance oriented planning target decomposition and activity design,auxiliary by online interactive map system,Queensland state and regional levels of planning policy documents have many scenes of conduction across hierarchy,And through the perfect coordination mechanism of government agencies,public participation mechanism,implementation procedures and monitoring mechanism to achieve regional interests.Mechanism of planning in this paper,an exploratory research in Queensland state and regional interests based on the formation and transmission planning experience,put forward to establish improved performance guidance,with regional strategic vision and goal decomposition,regional framework for action,regional land use control and the secondary action guide of the regional planning space planning content and implementation mechanism.It provides a new idea and way for the compilation and transmission of regional territorial spatial planning in the territorial spatial planning system.
