| During the period from the Opium War in 1840 to the founding of the socialist China in 1949, China was forced to shift the way of traditional dynastic changes to modernization under the impacts of western capitalist countries. Early-modern China regional planning also began the transition from traditional to modern. However,during about one hundred years, China suffered from uninterrupted domestic strife and foreign aggression, and the process of modernization stumbled in a crevice. The development of China regional planning also went through an extremely difficult and tortuous process." Wuhan Regional Planning " is the first city planning practice named "Regional Planning" in China, which was managed by National Government in Wuhan during 1944-1947. And Wuhan Regional Planning Committee is the first regional planning organization of China. It has the epochmaking significance to the spread and development of regional planning theory in China. It has far-reaching impact to the urban structure and spatial distribution of Wuhan. Therefore, "The Wuhan Regional Planning" has important status in the history of early-modern city planning of Wuhan and even China.This paper can be divided into three parts. The first parts introduces the context of regional planning of early-modern China, which is the ideological background of "The Wuhan Regional Planning". In fact, China's regional planning start after 1949. and the "regional planning"before 1949 refers to the city planning which has regional planning consciousness. The second parts introduced "The Wuhan Regional Planning "from various angles, inclued the main course of "The Wuhan Regional Planning ", the main people:Zhu Jieping, Bao Ding etc, the organization of "The Wuhan Regional Planning":"Wuhan Regional Planning Committee", and make a compare from "The Wuhan Regional Planning Committee" and today's "Wuhan City Planning Board". And introduces the main achievements of "The Wuhan Regional Planning "which have three periods:"Prelude", "Upsurge" and "Epilogue". The most important achievements are the four great achievements in the period of "Upsurge". At last, introduces the social background, legal basis and theoretical sources of this plan. It analyzes the development motivation and characteristic of the planning with historical perspective.The third parts is the comment to "The Wuhan Regional Planning", which analyzes the achievement, advanced consciousness and limitation of the planning, and summarizes the practical significance and historical status of "The Wuhan Regional Planning ". At last, this part analyzes and compares the current academic status of Zhu Jieping and Bao Ding. The writer think that Mr. Zhu Jieping's historical achievements and academic status not be taken seriously, and appeal to upgradeing Mr. Zhu's academic status in the history of Chinese early-modern city planning.
