| In the process of rapid urbanization,it is an inevitable law for rural population to move to cities and towns.How to respond to rural revitalization,revitalize rural resources,improve agricultural efficiency and increase farmers’ income under the premise of this objective law is not only a question that must be answered,but also a practical problem.According to the National Strategic Plan for Rural Revitalization(2018-2022)and the Opinions on the Coordinated Promotion of Village Planning,"tapping potential and improving efficiency,classifying guidance and implementing precise policies" for villages is a key step in finding a realistic path that conforms to objective laws,follows policy calls and meets the needs of agriculture,rural areas and farmers.However,it should also be noted that: on the one hand,there is no clear derivation process and matching measures for the characteristics protection,removal and merger,agglomeration and promotion,and suburban integration proposed in the strategic planning of rural revitalization;On the other hand,the absence of theories,methods and measures of village classification also leads to some problems in the process of practice,which put forward higher requirements for the systematization,integrity,foresight and scientificity of village classification.Based on the above background,this paper within the scope of the county,with the potential assessment-village classification-precision Shi Ce-positive feedback"as the basic research idea,carried out based on the classification and development potential evaluation of county village planning strategy research,for rural development potential evaluation system to build county village classification model perfect,planning and strategy of accurate docking has carried on the research and analysis,and positive feedback to the flourish of shandong province as an example.First of all,by examining the planning values,discussing the logical relationship between "development" and "potential" in the development potential,and systematically sorting out the logical lines of its internal elements,the index system of rural development potential assessment was established by using the analytic hierarchy process(AHP)with "two levels,seven criteria layers and 26 indicator layers".After sorting out the logical correlation of relevant indicators in the explicit development power and implicit promotion potential,the connotation expression of "potential" and "development" was deepened,and the index system structure was determined in a qualitative way,and the index weight was determined in a quantitative way,thus forming the evaluation system of rural development potential.Secondly,through in-depth mining and repeated use of the evaluation index of rural development potential,a three-level village classification method is constructed,which includes determining the pattern of the first-level classification,clarifying the strategy of the second-level classification,and implementing the timing sequence of the third-level classification.Defining factors of ecological protection red line and urban development boundary are clarified.Five first-level classification types of villages are determined by considering the uniqueness of village geographical location,the difference of resource endowment and the gap of development potential in combination with policy requirements.Based on the first level classification,the development potential index was used again,and the matrix was used to make certain combination,and 10 village types were obtained.Based on the secondary classification and combined with the analysis of the deterministic and uncertain factors and their decisive roles in village development,the above ten types of villages are classified into four types: development type,retention type,investigation type and withdrawal type.Thirdly,the 10 types of villages formed by the second level classification were taken as the foothold,and the classification guidance was given according to the four disposal types to make precise measures.1)Strategies for developing villages:agglomeration and development--avoiding the risk of population agglomeration,promoting industrial optimization and expansion,and carrying capacity of new construction land;Tourism development type--integration of resource elements,promotion of cultural activation,spatial layout optimization;Integration and development-production integration,life integration,ecological integration.2)Strategies for reserve-type villages: general reserve-type--carry out comprehensive renovation,promote industrial improvement,and build a dynamic mechanism;Protection and reservation type--implement overall protection,carry out live inheritance,and appropriately tilt the policy.3)Strategies for investigation villages:agglomeration and investigation--promoting quality and efficiency improvement,promoting industrial innovation,and establishing dynamic feedback;Tourism investigation type--incubating creative industries,focusing on talent introduction and assessing development risks;Withdrawing and merging investigation type--infrastructure support,village regulations and folk contract guidance,regular physical examination and evaluation.4)Strategies for the divestment and merger type of villages: deactivation and divestment type--internalization of transaction costs,orderly promotion of relocation and land space replacement;City withdrawal and merger type--multi-party cooperative participation,proper settlement of villagers,land use function conversion.Finally,in combination with the practical situation of flourish of rural construction,the application of the above results investigates the correspondence with the quantitative analysis and empirical feedback to fitting and guide the village classification and optimization strategy implementation,and further puts forward the flourish village in integral space layout optimization and classification planning strategy guidance advice,promote village classification and planning based on village development potential evaluation strategy supporting system in land use and continue to test and check. |
