Village System In Hequ County Of Shanxi Province Under The Background Of New Era High Quality Development Planning Strategy Research

The rapid development of urbanization leads to the rapid decline of rural areas,population loss,industrial hollowing,farmland abandonment and other serious phenomena.With the proposal of the rural revitalization strategy,the previous development and construction idea of "city as the center" has been changed.Accelerating rural regional environmental protection and revitalizing rural regional industry development has become an important content of China’s construction and development.What methods or measures should be adopted to realize the pattern or strategy of rural regional industry development and population agglomeration? It has been widely concerned by scholars in sociology,economics and urban planning.At present,studies on the revitalization and development of rural areas are more based on a single factor such as policy support,industrial development,talent introduction,financial support,etc.,while systematic studies on rural areas mainly focus on the eastern coastal areas and less on the central and western areas.As an area with weak industrial development of rural economy,serious population loss and difficulties in rural revitalization,the study on the development model and strategy of rural regional transformation can provide great help for the economic difficulties to realize rapid economic development.Although a large number of successful experiences have been drawn up in the pilot areas of rural vitalization,it is difficult to copy successful cases due to the differences among different regions,geographical location,climatic conditions,landforms and industrial bases.In the process of regional rural vitalization and development,it is particularly important to formulate measures based on local characteristics and actual conditions.This paper takes Hequ County villages and towns in Xinzhou City,Shanxi Province as the research object,and takes geography,remote sensing,economics and urban planning as the background.Based on the analysis of the current development status of the village and town system in Hequ County and the spatial evolution characteristics of the village and town system,this paper defines the current situation of the village and town system.Based on the research idea of "realistic characteristics--influencing factors--action mechanism--potential judgment--appropriate model--planning strategy",the influencing factors of county development are sorted out and judged,and the action mechanism of various factors on spatial development is explored.Through the development potential of county towns and villages,the development focus of villages and towns is defined and the appropriate development model of towns and villages is summarized.Finally,the author puts forward appropriate implementation strategies of industrial development,functional structure,facility supply,space control and system guarantee for the village and town system.This paper mainly draws the following conclusions:(1)From the perspective of the spatial status and evolution characteristics of villages and towns,Hequ County is currently in the middle stage of industrialization and urbanization,but the system structure of villages and towns is still in the primary stage.The spatial structure of villages and towns has a low correlation with industrial development,and villages have not formed obvious classification characteristics,while the layout of villages and towns in the county presents the characteristics of "one main and two scattered points".(2)Topographic factors are the fundamental factors affecting the spatial pattern of towns and villages in Hequ County.The spatial distribution,industrial functions and population size of villages and towns are all affected by topographic and geomorphic factors to varying degrees.As a fundamental factor,topographic factors can directly or indirectly affect the resource conditions of village development,thus dividing villages and towns into three types in spatial distribution,namely cluster villages and towns,axial villages and towns and cities.(3)As the most direct factor affecting regional development,the different needs of different actors have different effects on regional construction.Residents,governments and enterprises in Hequ County,as direct participants in rural construction,have an impact on the development of rural villages and towns by directly or indirectly affecting the county’s industrial economic development,regional transportation conditions,population loss,supply of basic public service facilities and so on.(4)Taking land suitability,population economic scale,transportation convenience,facility carrying capacity,geological disaster impact degree,current resource conditions,industrial scale and spatial scalability as evaluation criteria,the study selected 25 indicators to evaluate the development potential of villages and towns.The study found that the distribution of village potential in Hequ County generally presents a spatial trend of west > central > east.Villages with high development potential accounted for 15.93%,46.15%,28.02%,and 9.89% of the counties’ villages with average development potential.(5)Based on the evaluation results of the development potential of villages and towns,the appropriate development model and planning strategy for the county village system are proposed.The spatial development model includes the spatial agglomeration model,the spatial axis model and the spatial network model.The industrial development model includes resource-based town development model,city-driven town development model,agriculture-driven town development model and culture-driven town development model.This paper proposes planning strategies for the development of village and town system from five aspects: regional industrial development,functional structure,facility supply,space control and institutional guarantee,so as to guide and promote the healthy development of the region.
