Resilience Evaluation And Planning Strategy Of Community Public Health Based On Multi-source Data

Since the beginning of the 21 st century,the risks and uncertainties faced by cities have intensified.It has become an important topic of urban research to improve the resilience of urban public health and enhance the ability of residents to withstand public health risks.Community is the basic unit of a city and the first line of defense for risk management.It is faced with a variety of public health risks that affect residents’ daily life,such as infectious diseases,natural disasters and environmental pollution.Therefore,improving community resilience is an important measure to improve the status of urban vulnerability.In recent years,a large number of studies have been carried out on specific public health events.However,how to systematically and dynamically perceive community public health resilience and highlight the subjectivity of residents and social organizations in the risk response process remains a key research topic.With the wide application of ICT technology,Weibo,We Chat and other social platforms are increasingly widely used and gradually participate in the dissemination and governance of public health emergencies.At the same time,due to their accurate spatiotemporal information and rich content,they provide a new perspective for the study of community public health resilience.Therefore,based on the urban perception theory,this study used mobile phone signaling data,Weibo data,and We Chat public account data to study community public health resilience.Firstly,based on the existing literature review,the framework of community public health resilience assessment based on resilience matrix theory was constructed,and the calculation steps and methods of four dimensions of residents’ activity resilience,built environment resilience,social capital resilience,and organizational behavior resilience were defined.Secondly,the process of community response to health hazards is divided into "Preparation & Prevention","Impact & Response","Recovery & Adaptation",and the characteristics of resilience,dominant factors and content composition of different stages are analyzed.Thirdly,the resilient communities were divided into five grades: excellent,good,medium,poor and poor,and the spatial characteristics of communities in different dimensions were analyzed to explore the problem Spaces and weak links in response to public health disturbances.Then,the community types were divided by binary K-means clustering method,and the difference characteristics of the categories were summarized.Furthermore,the coupling coordination degree of community resilience was calculated,and OLS linear regression method was used to analyze the difference of influence mechanism of different communities.Finally,at the city level and community level,methods to improve community public health resilience are proposed.Selected on the basis of the evaluation system of nanjing city center empirical investigation on667 communities,the study found that(1)the paper builds the evaluation system can better reflect the connotation of community public health toughness and different dimensions,the introduction of multi-source data of multidimensional evaluation can on time granularity,space scale accurately reflect the current state of the community resilience,mining community characteristics.(2)The results of the overall evaluation showed that the average values of public health resilience were 0.63,0.47,0.64 and 0.39,indicating that residents’ activities and social capital played a leading role in the process of community response to public health hazards,while the built environment had a small impact,followed by organizational behavior.(3)public health toughness of the various dimensions of spatial agglomeration level of development characteristics,mainly divided into activity coordination type,comprehensive promotion,public participation and organization lead four categories,including activity harmonious community larger,the indicators are more balanced and better overall level,the public participated community on a smaller scale,less total exist and development.(4)The coupling coordination degree of community public health resilience shows the coexistence of circle diffusion and point axis diffusion,and the imbalance of social organization and built environment development is the key factor restricting the further improvement of public health resilience coordination area.However,in the areas with maladjusted development of public health resilience,the marginal areas had a large gap with the coordinated areas due to less input of resource elements and insufficient impetus for community development.(5)The results of linear regression analysis show that the influence of traffic location,population structure,facilities and community attributes on the resiliency coupling coordination degree of community public health is different,and the influence degree is closely related to the community type.Based on the above conclusions,this paper proposes planning suggestions for community public health resilience improvement from two levels: city and community.
