Research On Response Mechanism Of Highway Emergency Rescue In Zhejiang Province

Based on the development of Zhejiang highway emergency rescue work,it has a positive role in ensuring road traffic safety and improving the highway rescue response ability.From this perspective,the research and analysis of the expressway emergency rescue response mechanism,and the comprehensive control of the emergency rescue management,emergency rescue response mechanism and other aspects,which plays a positive role in improving the level of emergency rescue management.In the process of conducting emergency management and emergency service work,it is necessary to conduct comprehensive control from the perspective of emergency management mode and emergency rescue response,so as to improve the emergency rescue level of expressway emergency rescue.Based on this,Zhejiang Province expressway emergency rescue as the research object,and the expressway emergency rescue response mechanism was studied.First of all,the study analyzes the status of the Zhejiang highway emergency rescue response mechanism by providing real-life cases.According to the emergency management theory and the collaborative governance theory which compose the theoretical foundation of this research,the study conducts research and analysis based on the interview records of the Zhejiang Expressway Traffic Management Department and the actual situation of emergency rescue response.It questions the defects in early warning,decision making,initiating,coordinating,and the information transmission of rescue management.It also demonstrates the impact of the above deficiencies on the highway emergency rescue response.The study analyzes the Zhejiang highway emergency rescue response system from perspectives of system construction,processing system,information collection,and linkage and feedback mechanism.In the last part of this research,the advantages of integrated rescue system in the United States,the joint rescue system in Germany,and the all-road rescue system in Australia are taking as references to propose optimized methods for the accident early warning system,decision making,response initiation,linkage coordination,and information feedback system of Zhejiang highway emergency rescue response mechanism.The references of worldwide rescue systems have a positive effect on improving the Zhejiang highway emergency rescue response mechanism.At the same time,the research aims to reduce highway emergency accidents by studying the capability of the Zhejiang emergency response mechanism.
