With the rapid economic development of Dongying Port, inbound and outbound vessels increasing daily. There is clear upward trend in the number of ships which carry oil, natural gas and high-risk dangerous goods. It is a new challenge to search and rescue operations of Dongying, which also proposed new topic for maritime search and rescue work of Dongying.It has been a important and urgent task for the relevant competent administration to cope with of how to prevent and solve current and future risks of maritime transportation, continuously improve maritime search and rescue emergency response capacity and standard, effectively prevent and solve all kinds of emergencies on the sea of Dongying.This paper attempts to study the basic situation of maritime search and rescue in Dongying, utilize public joint crisis management, project risk management theory, waterway traffic accident theory and so on, learn form foreign management experiences of search and rescue, do statistical analysis based on recent emergency case in Dongying of maritime search and rescue, put forward problems existing in the emergency management of maritime search and rescue,and combination with the practical situation of dongying area of related issues, analyze and study on the construction of structure of dongying maritime search and rescue emergency system, early warning and prevention mechanism. On the basis of in-depth analysis of the present status of the dongying maritime search and rescue, establish early warning index system for dongying maritime search and rescue, early warning and prevention mechanism, carry on beneficial exploration for the standardization of the maritime search and rescue emergency response management.
