With the acceleration of my country’s modernization process,the public is paying more and more attention to the reliability and safety of the power grid,and it has also put forward more and higher new requirements.Therefore,in the process of accelerating the upgrading and construction of intelligent power grids,it is necessary to maximize the technology and talents of power supply employees in production,creation,management,and operation.This inevitably requires the power supply company to match the appropriate and efficient human resources management system.However,there are many incompatibility and mismatches between the existing human resource allocation model and management mechanism of the H City Power Supply Company and the requirements of corporate health and sustainable development,and it is difficult to support the longterm development and efficient operation of the company.The contradiction between overstaffing and structural vacancies,the contradiction between staffing and post organization,the contradiction between talent density and talent waste,etc.,these problems all affect the development of the enterprise and the balance of order.However,as of now,prefecture-level power supply companies still do not have a perfect response strategy that can effectively learn from the company’s human resource problems.In the existing research results of other companies,there is no result that can be fully applicable to the human resource management of natural monopoly companies such as power grids.Based on the above problems and the status quo of power supply enterprises in City H,the thesis deeply analyzes the internal human resource management contradictions and development bottlenecks of the enterprise,starting from optimizing the personnel structure,personnel flow,and personnel allocation of the internal talent market of the enterprise,and adding a series of qualitative and quantitative methods analyze,comprehensively and systematically explain an executable,learnable,and extendable talent allocation concept,promote the rational flow of personnel,invigorate the internal talent market,and achieve a harmonious and win-win situation between the company and its employees.With this as the goal,the thesis studies the construction of the internal human resource market of the H city power supply company,and puts forward specific construction goals for the construction of the internal human resource market,namely,establishing a market-oriented talent view,building a talent supply and demand platform,enriching the personnel flow mechanism,and improving support guarantees mechanism;At the same time,it establishes the basic principles that should be followed in the construction of the internal human resource market system,and analyzes specific construction countermeasures.Combining the actual situation of the power supply company in City H,formulate reasonable internal human resource market construction countermeasures,including: building a market supply and demand platform,conducting diagnostic analysis on employment,clarifying six personnel flow methods,and straightening out the organizational system,operating system and guarantee system,In order to realize the orderly flow of over-employed to short-formed employees in the power supply company of City H,optimize and improve the internal talent market,cultivate a workforce that meets the development needs of the company,and support the achievement of corporate strategic goals with an effective human resource management system,and at the same time promote the personal value of employees to achieve.
