Ningde is a new coastal city emerging from the northeastern wing of the economic zone on the west side of the Straits.In recent years,Ningde City has gradually changed from the primary stage of industrialization to the intermediate stage.Traditional industrial industries such as electrical machinery and shipbuilding have continued to decline.New industries such as lithium-ion new energy have developed rapidly,and traditional industries have become the regional leading industries,accelerating the promotion of Ningde’s industrial economy.development of.However,in the process of the rapid development and growth of emerging industries in Ningde City,it also exposed some problems that local governments have in the process of industrial cultivation.This paper first discusses and defines government failure theory,public choice theory,government behavior,government economic management functions,lithium battery new energy industry,selects public choice theory,adopts literature research method and investigation research method,and adopts new lithium battery in Ningde City.Research and analysis on the status quo of energy industry development,local government support,and industrial development goals,combing and summarizing some problems existing in the process of cultivating the development of lithium battery new energy industry by Ningde Municipal Government,including imperfect industrial planning,insufficient factor guarantee,and construction of public service platform Lagging and other issues,and carefully analyzing the cause of the problem,mainly due to local governments’ pursuit of short-term benefits,differences in departmental interests,lack of pioneering and innovative spirit,inefficient government agencies,and failure to make decisions.The article puts forward some optimization measures such as improving the local government behavior problem,improving the new energy industry planning of lithium battery,strengthening the construction of public service platform,increasing the support of factor support,accelerating the transformation of service-oriented government,and strengthening the awareness of risk prevention.It can help Ningde City to develop and expand lithium battery new energy industry.
