| As a phenomenon and economic process of industrial development,industrial agglomeration has always played an important role in the economic development of many countries and regions.At present,there is a gradual combination between economic globalization and the localization of industrial agglomeration.Because industrial agglomeration can effectively enhance the competitiveness of domestic or regional industries and economy,it has attracted the attention of more and more countries and regions,who take industrial agglomeration as an important strategic way to drive local economic development.As a "backward student" in the Guangdong,Hong Kong and Macao Greater Bay Area(the GBA),CITY Z proposed to build a 100 billion cluster of new energy vehicle industry in 2017.How should CITY Z develop this popular industry in fierce competition with Guangzhou and Shenzhen,which are also located in the GBA and already have a certain foundation in the automobile industry,as well as domestic rising stars such as Changzhou,Hefei and other cities? What behaviors local governments have in the process of industrial agglomeration,how to evaluate the role of these behaviors on industrial agglomeration,and how to improve to better promote industrial agglomeration are very worth exploring.This paper takes Z Hi-Tech Zone as a sample to study local governments’ behavior in the process of new energy automobile industry’s agglomeration,summarizes government behaviors of local government in different stages of new energy automobile industry agglomeration.Through observation the behavior of local government and its effects in guiding industrial agglomeration as well as through interviews with key enterprises in the zone,it is found that there are still some problems in the government behavior in their industrial development:(1)there is a gap between the industrial development planning and the actual agglomeration;(2)there is a gap between policy supply and enterprise expectation;(3)there is a gap between financial support and industrial demand(4)there is a gap between the supply of public goods and the demand of employees:(5)there is a gap between the objectives of attracting investment and the needs of agglomeration.The main reasons are as follows:(1)the local government lacks of understanding of rule of industrial agglomeration;(2)policy making is not systematic;(3)the local government lacks of focus on financial support;(4)the local government lacks of enthusiasm in the supply of public goods;(5)there are limitations in the mechanism of attracting investment.By summarizing and studying government behaviors in the process of new energy vehicle industry agglomeration in Yibin of Sichuan Province and Changzhou of Jiangsu Province,it is learnt that the industrial planning should be forward-looking and consistent,the resource allocation should be good at leveraging strength,and the policy formulation should be adapted to local conditions.Finally,it puts forward countermeasures and suggestions on how to standardize and optimize the behavior of local governments in the process of industrial agglomeration and realize the improvement of industrial agglomeration level,that is,local governments should correctly perform their functions in the process of industrial agglomeration,improve the government’s ability to perform their duties and efficiency,mainly including scientifically formulating industrial planning,improving the industrial policy system,enriching financial support means,promoting the construction of industry city integration,and perfecting the system and mechanism of investment attraction. |
