The Study Of Wind Power Generation-side Pricing Mechanism Based On Environmental Positive Externality

With the reduction of traditional fossil energy and the worsening of environmental pollution,the renewable energy is becoming more and more in demand all over the world.Wind energy is clean,pollution-free and has great potential for development.Wind power plays an important role in solving global climate warming,achieving energy conservation and emission reduction goals,maintaining the sustainable development of global economy and society.Based on the current serious situation of wind power curtailment and the forming mechanism of feed-in tariff of wind power generation-side need to be improved in China,after compared the development situation between global and China’s wind power,analyzed the reasons of wind power curtailment in China,reasonably discussed the evolution of China’s wind power price policy and pricing mechanism to find the advantages and disadvantages of different pricing mechanisms.We combined the "standard cost method" of the wind power pricing method in China and innovatively added the environmental external cost to design the generation-side pricing model of wind power which based on the environmental positive externality.Then we expected to provide new ideas for the formulation of wind power feed-in tariff to further promote the high level development of wind power in China.Furthermore,according to the actual situation of wind power development in China,after considering the increasing cost which eliminate the negative external effect of thermal power,wind power has more market price advantage than thermal power.And some suggestions to promote the consumption and development of wind power in China are presented,including improving the wind power pricing mechanism,perfecting the wind power development plan,revitalizing the economy of "San Bei" regions and implementing the policy of environmental protection electricity price.
