Changsha-Zhuzhou-Xiangtan area is located in the middle and eastern part of Hunan Province,in the middle and lower reaches of Xiangjiang River.It is the most densely populated area with the highest economic level in Hunan Province,and also an important commodity grain base in China.However,the complex terrain,high density of river network,heavy rainfall in flood season and frequent occurrence of flood disasters in the Xiangjiang River Basin have affected the economic development and social stability in the Changzhutan area,and brought great challenges to the flood control and disaster reduction work in Hunan Province.In order to provide effective decision-making information of flood prevention and mitigation for the flood management department,it is necessary to do a good job in the development and utilization of flood prevention and mitigation information resources,that is,scientific management and effective utilization of the flood prevention and mitigation information materials of "Changzhutan".However,due to the characteristics of regionalism,dispersion,special periodicity and complexity of contents of flood disaster archives,the relevant archives departments of local governments have weak links in their management,and the development degree of flood disaster archives information resources is low.Therefore,the effects of development and utilization of the archives departments need to be improved.How to strengthen the development and utilization of flood disaster archival information resources is an urgent problem to be solved by the archival circle and relevant government departments.Aiming at these problems,this paper studies the following aspects.First,the concept and scope of flood disaster archival information resources are clarified,the characteristics of flood disaster archival information resources are analyzed,and the importance of research on the development and utilization of flood disaster archival information resources is expounded,so as to lay a theoretical foundation for subsequent research.Second,the method of field investigation and telephone interview was adopted to collect first-hand investigation data,obtain and analyze the real and reliable survey data,and sort out the current situation of the development and utilization of flood disaster archives information resources in Changsha,Zhuzhou and Xiangtan.Thirdly,a series of problems still exist in the development and utilization of "Changzhutan" flood control and disaster reduction archives by analyzing the investigation data and the results of the collection and collation,compilation and research of archives,utilization of archives,information equipment of archives and personnel allocation.Fourthly,in view of these problems and combining with the actual situation,this paper puts forward suggestions and countermeasures for optimizing the development and utilization of flood disaster information resources in Changzhou-Zhuzhou-Xiangtan area.In the future,the trend of development and utilization of flood control and disaster reduction archives will develop in the direction of active behavior,collaborative development,method automation and technology informatization.The development and utilization of flood disaster archiving information resources is conducive to improving the research value of flood disaster management archiving documents,enhancing the emergency management ability of flood disaster,giving full play to the role of flood disaster archiving documents in government management,helping to complete the work of flood control and disaster reduction,and reducing the loss of flood disaster in Changzhutan area.
