Research On The Risk Management Of The Owner Of Hospital Construction Projects Under The EPC Model

With the rapid development of the national economy and the in-depth implementation of the "healthy China" strategy,people’s demand for medical and health services is increasing.Hospital construction projects have become an important part of the realization of medical services,education and scientific research,and entered a new stage of rapid development.At the same time,EPC mode,as a project construction mode vigorously promoted by the state at the present stage,has been widely used in the field of hospital construction and helped to maximize the value of hospital construction projects.However,under the EPC mode,the owner of the hospital construction project does not fully know or understand the risks and challenges faced in the process of project decision-making,construction and management,which is not conducive to the overall healthy development of the EPC mode in the field of hospital construction.Therefore,it is urgent to analyze and study the risks faced by the owner of the hospital construction project adopting the EPC mode to improve the success rate of the project.Firstly,this paper studies the relevant theories of hospital construction,EPC mode and project risk management at home and abroad.On this basis,it summarizes the main risks faced by hospital EPC construction projects and the importance of owner’s risk management,so as to lay a research foundation.Secondly,fully combined with the characteristics of EPC mode,hospital construction and the owner,the initial index of owner’s risk evaluation of hospital EPC construction project is established through literature research and questionnaire survey.The initial index system is modified by expert investigation method,the BP neural network model is selected for the owner’s risk evaluation,and the entropy weight method is used to determine the weight of risk factors,so as to provide the core basis for the scientificity of the owner’s risk management.Finally,based on the above risk management theories and methods,combined with the case analysis of the tumor center project of Yantai Affiliated Hospital of Binzhou Medical College,this paper determines the project risk level and risk weight,and divides the risk factors into three levels: key risk,general important risk and slight risk according to the size of risk weight.According to different risk levels,the Countermeasures of the owner of hospital EPC project in risk management are put forward,and the relevant research results are tested and improved.This paper not only fills the risk management gap of the project owner,but also improves the risk management system of the project owner;It also puts forward feasible management systems and methods for the risk management of the owner of hospital construction projects,and strengthens the level of project risk management,which has reference and guiding significance for the development of similar projects...
