| New wall materials refer to building wall materials produced with non clay as raw materials,which have the characteristics of energy saving,light weight,high strength,thermal insulation,environmental protection,waste utilization and so on,and comply with the national industrial policy and the industrial orientation of our province.The development of new wall materials plays an important role in protecting land,saving energy,absorbing solid waste,improving ecological environment and building functions.The ecological environment of Gansu Province is fragile and the situation of resources and environment is grim.The development of new wall materials with energy conservation,waste utilization and environmental protection to replace the traditional clay bricks with high energy consumption,serious land destruction and poor thermal insulation performance is not only an important measure of the state to protect cultivated land and environment and save energy and resources,but also plays an important role in improving building functions and promoting the green development of construction industry.Facing the urgent demand of promoting the development and application of new wall materials,legislative research on them is an inevitable requirement for developing circular economy,promoting supply side structural reform and realizing high-quality economic development under the background of building China under the rule of law.At present,only departmental documents are used as the policy basis for the development of new wall material industry in Gansu Province,which can not meet the needs of wall material innovation from the perspective of governing the country and administration according to law.It is urgent to carry out legislative research on the application and development of new wall materials.This paper mainly discusses the legislative construction of the application and development of new wall materials suitable for Gansu Province.Firstly,it explains its concept and characteristics,studies the current situation of new wall materials,and provides a solid practical basis for legislation.Secondly,starting from the current situation of the system of the application and development of new wall materials,from the national to local level,analyze the current situation of legislation and policy-making,and evaluate the existing system.Thirdly,analyze the necessity and feasibility of legislation,and provide legislative reference combined with national strategy,policy,legislative practice and legislative experience.Finally,the author puts forward some suggestions on the legislative construction of the application and development of new wall materials in Gansu Province,including the choice of legislative mode and legislative ideas,demonstrates and analyzes the main systems of new wall materials legislation,and puts forward specific legislative design. |
