Research On The Legislative Issues Of Green Building Evaluation Standards

As an important area of national economic development,the construction industry sector consumes a lot of energy and is an important source of greenhouse gas emissions such as carbon dioxide.In the context of ecological progress,promoting the development of green buildings in an all-round way is not only conducive to reducing greenhouse gas emissions and improving people’s quality of life,but also to reducing building energy consumption,saving energy and protecting the environment.At the same time,the comprehensive promotion of green building development for the upgrading and transformation of traditional construction industry also plays an important role,is to enhance China’s sustainable development capacity of the inevitable choice.After decades of development in western developed countries,laws and regulations related to green building have been relatively mature.By contrast,China’s green building is in the stage of rapid development,if there is no corresponding laws and regulations to guide,there will be uneven development phenomenon.The reason is that there is no mature green building evaluation standard is the key factor.This paper first describes the significance and background of the paper writing,and then analyzes the domestic and foreign experts and scholars in this direction of research trends,as well as the method I used in the writing process.Secondly,the related concepts of green building are expounded and analyzed to clarify what is green building.At the same time,the relevant theories are elaborated so as to facilitate the subsequent writing of relevant content.Third,Revealing the legislative problems in the evaluation criteria of green buildings and the causes.On this basis,the laws and regulations to promote the development of green building at home and abroad comparative analysis and evaluation system and its related system,points out the shortage of domestic green building legislation,such as lack of special green building laws,rank low effectiveness evaluation standard and carry out the difficult problems of foreign laws and regulations to promote the development of green building were summarized,and the feasibility of legislation based on the situation of our country.Finally,the legislativeconception of green building evaluation standard is put forward,which is expounded from the aspects of selection of effective rank,consideration of legislative purpose,introduction of relevant principles of environmental protection,and clarification of the relationship between government and market.By using the method of comparative research,this paper analyzes the necessity and feasibility of green building evaluation standard legislation in China on the basis of fully referring to the laws,regulations,systems and evaluation standard systems of Britain,the United States,Germany and other countries.This paper also puts forward its own thoughts on legislation in order to contribute to the legislation of modest theoretical views.The deficiency of this paper is that it focuses on the research of legislative theory and lacks the application of practical cases.Therefore,a large number of cases are still needed to enrich myself in future studies.
