Research On China's Energy Security Legislation

The energy problem is a problem that the whole mankind cares about. Reviewing from human history of social development, human civilization progress is obtained along with the reform and replacement of the energy each time. Especially at present, the international oil price soars continuously. The energy security draws common concerns of countries all over the world once again.With China's constant economic and social development, higher requirements are put forward to the security of energy. In the near future, exploitation, conversion and utilization of energy will have huge effects on environment, the public healthy, global climatic change, economic development and our nation's security. We must fully understand the extreme importance of doing a good job to ensure our energy security. And we should put the energy security at a more conspicuous position and spare no effort to guarantee it. Especially, we should strengthen the work of legislation of energy security.Energy security law can make the requirement of energy security a feasible and effective Legal protection System that may be operated to form the steady behavioral mechanism for the implementation of energy strategy. So, the essence to realize our sustainable energy strategy should rely on the further completion of the energy security law.This paper starts from the angle of analyzing the current legislation situation of Chinese energy security. It has introduced the international legal provisions on safe legislation of energy and its impact on our country's energy security legislation. Then put forward the suggestions on how to improve the energy security legislative system of our country by referring the advanced energy security legislation policy and experience of foreign countries, in expecting of forming a friendly Mechanism to optimize the structure of energy, to improve the security level of energy production, to promote the self-innovations of new energy technicals, coordinating the relations of resources, environment and the economic development and solving kinds of problems towards energy under the law in order to ensure the energy demand of China's modernism.
