| At present,the complex and volatile international security situation has a profound impact on military cooperation between countries.And whether the cooperation projects involve defense technology is often a strong evidence of the cohesion of the two countries’ alliance.After the war,Japan was restricted by the three principles of arms export and rarely conducted defense equipment and technology exchanges with other countries.Since 1983,the cooperation mode of defense equipment technology between the United States and Japan has become mature.The analysis of its motivation will provide a new perspective for analyzing the essence of the Alliance between the United States and Japan.The consistency of the two countries’ cognition of the security interests in Northeast Asia is one of the important reasons for the cooperation between the two countries.During the cold War,the military power of the Soviet Union,the nuclear and missile crisis of North Korea,and The rapid development of China in the field of civilian technology all touched the security sensitive nerve of the United States and Japan.For a long time,in the process of same-day cooperation,the United States has a hegemonic mentality and lacks trust in its Allies,that is,it allows Japan’s defense technology development under the control of the United States,and does not threaten its core technological interests.If necessary,the United States will resort to plunder to make up for its own technological shortcomings.However,Japan is not merely a passive financier in defense technology cooperation,but chooses flexible means to respond to U.S.pressure when acquiring and protecting the country’s cutting-edge defense technology.The Japanese government sticks to the strategy of "self-reliance of defense technology",and the three principles of arms export have become the talisman for Japan to avoid getting on the "American chariot" and the umbrella of Japanese technological nationalism in a certain period of time.Later,the Japanese government opened a green channel for the US-Japan defense technology cooperation through several "exceptions",the essence of which was to obtain advanced weapons technology from the US.Therefore,the realization of "defense technology autonomy" strategy by Japan is the key internal motivation of the US-Japan military technology cooperation.Based on the above,this paper argues that the US-Japan defense technology cooperation to some extent promotes the us-Japan defense integration process,but the motives of the cooperation between the two countries are different.In the name of transferring technology to Japan,the United States binds Japan into the global security network it has built.Even as Washington repeatedly stressed the importance of joint military technology research and development programs with Japan,it did not hesitate to reject requests from its "the Closest Allies" to buy its top-performing fighter jets and participate in the development of high-end weapons.In recent years,Japan’s intention to get rid of dependence on American technology has become increasingly obvious.Therefore,in the long run,due to the lack of mutual trust and Japan’s ambition to become a military power,it will be difficult to make breakthroughs in defense technology cooperation between the two countries under the framework of the US-Japan alliance. |
