Study On The System Reform Of Management And Maintenance Of Rural Roads In Gansu Province

In recent years, with the rapid growth of the State's investment in rural road construction in the western China, the western provinces, included Gansu Province in particular, have significantly speeded up the construction of rural roads, and now the rural transport infrastructure in Gansu Province has been greatly improved. However, the ensuing management and maintenance of rural roads is also put on the top of the agenda. Currently, in Gansu Province, although the system of rural road's management and maintenance was initially established, the issues of rural road's management and conservation, in particular systemic issues, have not been fundamentally resolved, due to some of historical and practical reasons, and are being faced many institutional obstacles and operational problems. In view of this, it's quite important and urgent to check and reform the current system of management and maintenance of rural roads, in the background of building new socialist countryside and comprehensive well-off society, so as to increase continuous the levels of management and maintenance of rural roads.This paper, from the reality of the fast development of rural roads in our country, particularly from the massive investment and construction of rural roads in Gansu Province, is intended to make a brief summary of the achievement on rural roads in Gansu Province, and to analyze the role how rural roads work in general. After that, the phenomenon of valuing construction and underrating management and conservation is pointed out, namely the problem of rural roads' management and maintenance appears severely day by day. On the basis of investigating and analyzing the present status of rural roads'management and maintenance in Gansu Province, the writer takes the primary study on how and where the rural roads'management and maintenance will go. Among of them it's certainly the most important and urgent to establish a scientific and efficient system of the rural roads'management and maintenance as soon as possible. In this respect the paper is tried to compare some different typical systems and models of rural roads' management and maintenance all around the county and the provinces by the horizontal and vertical comparison. In this way the reform of rural roads'maintenance and management system is not highlighted with great importance and urgency, the difficulties and priorities of reform are defined, but the basic ideas and approaches of reform are proposed. That is, through the good establishment of a sound organizational system, investment system, operational system, technical system and assessment system and so on, it's constantly to improve the overall system of rural roads' management and maintenance in Gansu Province. The purposes are achieved to equalize the rural road construction, management and conservation, as well as to develop harmoniously in common for the sake of building new socialist countryside and the comprehensive well-off society.
