The Management Research Of Soil And Water Conservation Monitoring Operation

The purpose of this paper is to find out the problems and difficulties presently existing in the operation and management of soil and water conservation monitoring work in our country.And,through analyzing the formation development and of the monitoring,the paper tries hard to find out the problems and reasons deeply by summarizing results in recent years,using monitoring in the Yangtze River basin as an example.In analyzing the reason,referring to experience and practice of foreign corresponding soil and water conservation monitoring institutions and domestic similar professional monitoring organization,the paper wants to find out the countermeasures and suggestions for the government to solve these problems,analysis and researching from institutional settings,the security of funds,operation system and so on.Based on the research of the selected topic,especially to strengthen the construction of ecological civilization in the central deployment,finding the way to rely on the legislation and implementation of laws and regulations,strengthening the monitoring of soil and water conservation work,performing business functions well,guarantees monitoring network playing an important role in the ecological construction of soil and water conservation.Especially in the current,the central beginning to vigorously promote the reform,reform of institutions will enter the stage of reforming.To reform situation,the soil and water conservation monitoring institutions should study and analysis the changes caused by the reform of research seriously,accurate positioning,strengthening measures,to carry out the functions,which will provide suggestions and countermeasures to water conservancy reform mainly composed of water ecological civilization suggestions.On the topic research,this paper will adopt literature research,qualitative analysis,work communication method,case analysis,experience summary method and other research methods,emphasis on reality,closed to the work and the actual effect.Putting in the situation,the paper will provide more comprehensive analysis and judgment for career development and sum up more accurate suggestions and countermeasures through studying.By research and discuss,this paper will put forward suggestion for promoting reform of monitor system for the monitoring institutions,insuring the stability of the agency team,exploring new monitoring skills,highlighting the role of technical support,strengthing the construction of monitoring institution itself and improving the level of ability construction,on the purpose of pushing forward the development of soil and water conservation monitoring.
