The Research On Expanding Production Desire And Influencing Factors Of Hunan’s New Forestry Management Entities After Forest Reform

After the reform of collective forestry property right,and with the rapid development of forestry industry,the new forestry management entity has become the main force of forestry development.With the healthy development of forestry industry,expanding the scale of forestry production and achieving economies of scale have become a general trend.The change of forestry production intention and forestry production level are closely related to the future forestry development trend.Whether the new forestry management subject is willing to expand production in this process deserves attention.Willingness will guides the future behavior to a large extent,and the factors that affect the production intention of the new forestry management industry are becoming more and more complicated and diversified.Only by understanding these factors can we find the key to the development of forestry production scale.It is of great reference value to study the willingness of Hunan new forestry management entities to expand production and to make an important reference to the adjustment of forestry industry policies and other relevant policies in Hunan Province.It also has the reference value for the development of forestry scale management in other areas.This paper sets Hunan Province as the research area,analyses Hunan Province Forestry Statistical data and the data from "Human Province forest tracking monitoring" 2016 household survey organized by the State Forestry Administration,and uses the qualitative and quantitative methods.First of all,this paper introduces the research status at home and abroad,and the definition of relevant concepts and theories.Secondly,this paper introduces the basic situation of forestry reform and the new forestry management entities in Hunan Province.Then,based on the empirical research and case analysis,this paper analyzes the factors whether the new forestry management entities would expand production or not,including the forestry household,the family forest farm,the forestry specialty cooperative and the forestry leading enterprise.Finally,according to the conclusion,the corresponding countermeasures and suggestions are put forward.As for research methods,this paper mainly uses descriptive analysis,logistic binary regression analysis,SWOT-AHP analysis,evolutionary game analysis and other methodsThe main results of this paper are as follows:First,for the forestry household in Hunan Province,the factors affecting its expansion of production from large to small arrangement:the investment financing services>no benefit>forestry subsidies>the forest land transfer intermediary services>satisfaction with forestry financial policy>household non-farm income>the main source of household income>household education level>forest land management area>forest land number;second,for Hunan’s family forest farm,the following factors have impacts on their willingness to expand production:whether the family members are willing to try new things,whether the head of the family forest farm is affected by others,the family members’ thoughts on the current home land management scale,the current land leasing behavior of the family forest farm,whether the family forest farm is involved in forestry professional cooperatives,forestry policy satisfaction,loan easiness and understanding the extent of land transfer policy;third,for the forestry specialty cooperatives in Hunan Province,there are five factors have direct impacts on their expanded production,including the production and operation funds,the forestry policy satisfaction,the security of production and management,operating structure of species,forest circulation,the remaining factors are influential,or the impact is not significant;fourth,for the forestry leading enterprises in Hunan,whether to select the characteristic development project and whether to get the right to enjoy the government’s subsidy policy,are the important factors affecting the expansion of its production scale.According to the research results of this paper,the countermeasures and suggestions are put forward for the classification of different new forestry management entities.
