Study On The Influencing Factors Of Agricultural Scientific Data Publishing Barriers

Scientific data is an important resource of scientific research and an important result of scientific research output.Data sharing can improve the utilization rate of scientific data and reduce redundant construction of resources.Scientific data publishing provides a more standardized,convenient and high-quality data acquisition method for data sharing,which is more conducive to data understanding,analysis and reuse.With the development of agricultural science and the increasing investment in scientific research in China,the scientific data in the agricultural field has increased by geometric multiples.Sharing and publishing scientific data is of great significance to agricultural basic research,agricultural industry development and people’s livelihood.At present,China’s agricultural scientific data sharing and publishing has made some progress,but there are still many obstacles,such as incentive mechanism,ownership of intellectual property rights,data security,privacy protection and technology,which hinder the sharing and dissemination of agricultural scientific data.In order to better understand the existing problems of agricultural scientific data publishing in China and the real needs of various links and different subjects of agricultural scientific data publishing,and form a standardized ecological system of agricultural scientific data publishing,this paper combines literature investigation,questionnaire survey and expert consultation to find out and sort out the influencing factors that cause the obstacles of agricultural data publishing,and analyzes the weight of each obstacle factor by using analytic hierarchy process,deeply explores the causes of its formation,and puts forward feasible countermeasures.Firstly,this paper analyzes the background of scientific data publishing,combs the research status of data publishing at home and abroad,and analyzes and summarizes the characteristics and existing problems of agricultural scientific data publishing in China.Secondly,through literature investigation and analysis,the barriers to agricultural data publishing were analyzed and a questionnaire was designed.The barriers to agricultural scientific data publishing were investigated from the perspectives of data publishing subject,data life cycle and data publishing process.The questionnaire survey and interview results of key scientific research institutions related to 12 major disciplines of agriculture were synthesized,and the current barriers to agricultural scientific data publishing were sorted out.Finally,experts in the field of agricultural scientific data are invited to further screen the obstacles and score the final obstacles.By using the analytic hierarchy process,the judgment matrix is constructed,and the weights of the obstacles are evaluated,and the order of the weights of each obstacle is obtained.Then,the causes of each obstacle are analyzed in depth,and feasible countermeasures are put forward.The contributions of this research are as follows:(1)The existing research on agricultural scientific data publishing only stays in the theoretical research stage.Through the actual investigation and interview,this research has a deeper understanding of the real needs of different subjects and the existing problems of agricultural scientific data publishing in China,so as to truly solve the problems.(2)Through the combination of theory and demonstration,this paper makes an in-depth study on the obstacles of agricultural scientific data publishing in China and finds out that the obstacles of agricultural scientific data publishing can be divided into policy,market,technology and service.According to the obstacles,the corresponding countermeasures are put forward to help form a standardized ecological system of agricultural scientific data publishing.
