Agricultural Field Scientific Monitoring Station is an important part of the national innovationsystem of agricultural science and technology, which as a basic mean and important platform thatagricultural sciences relyed on play a pivotal role in the maintenance of national ecological security,promotion of a sustainable, stable and coordinated development of agriculture and rural economy.Arid land in western China approximately account for one fourth of China’s land mass, but itremains a very weak ecological barrier in terms of its role. Viewed from the perspective of field scienceobservation: the evolution of spatial times changes in ecological environment in western China arid landis slow, and temporal overall arrangement of observation test station is sparse, so the observation dataare particular and required for long-term and continuous observation; For its characteristics ofecological vulnerable, easy be damage, and difficult to regeneration naturelly, long-term locatedobservation will have more important value in ecological protection and resources continuesly use; inaddition, the rare population, crude basis facilities and hard life conditions in this region have andecisive effect on the requirements for special mechanism that including good equipment guarantee andtalents keeping and using. This is the first study on development issues of field scientific monitoringstation in the arid regions of western China comprehensively and has an empirical analysis of relatedproblems in Xinjiang that accournt for60percent area in China. It is of great significance not only tothe western China arid regions but also ecological and environmental protection, sustainabledevelopment and construction of innovation-oriented country in China.Based on the system science and information management science theory,comprehensively usedrelated methods consist of statistics and information technology,at first we defined the range ofagricultural field science observation station, through the investigation of western drought areaagricultural field science observation station reporting relationships, geographical layout, subjectdistribution, land property instruments and equipment configuration, personnel structure of the type ofdegree titles, means and methods of data observation and accumulation, data resources sharing andnetworking running mechanisms, funds input with science and technology output, and evaluation ofmanagement and supervision, to make analysis of status and development trend of the western droughtarea field science observation test station and fully absorb the latest work at home and abroad.Thisstudy explored a trinity mesures and the five basic principles on building scientific observation stationsin arid area in western China, designed management system that comprise of grid of organization andmanagement and the " four-storey twin-track ", made an innovation in approaches and constructionmanagement at different levels.Xinjiang as an exmple, we make an analysis of characteristics ofagricultural scientific observations experimental data in the wild area, the needs of different users,problems in system construction to be solved and so on.Then we designed a structural framework for data sharing and networking observation informationsystem. At last, focus on the construction of field science observation test system in west drought area,we make the recommendations of making overall plan in field science observation test station that fromtop layer designing and integrating approach, implementing the annual plan depend on classificationand hierarchy at different stages, strengthening external conditions construction such as public financialsupport policy and establishment of two level financial special funds, sounding systems that containedscience democratic consultation and management, setting up agricultural field science observationexperts committee, constructing high level talents of field science observation, unifying the standard offield science observation technology system, building data share service platform and establishingmechanisms of data share and networking observation that belong to internal management.
