Research On The Optimization Of Organization And Management Of Sericultural Cooperative In Nanchong

Organization and management of sericultural cooperative is a process of decision-making management and surplus distribution on the basis of organizational structures such as member(representative)congress,council,board of supervisors,membership structure and property right structure.It is also the system framework in which cooperatives operate.Whether the organization structure is complete,the organization is reasonable,and the management is standard and efficient is the main standard to measure the performance of cooperatives governance.Sericulture cooperatives are an important economic subject in Nanchong to promote the development of the silk textile and clothing industry cluster of 100 billion yuan.However,the organization and management of the cooperatives is inefficiency with the current outstanding problems such as imperfect organization structure and non-standard management mechanism,which is not conducive to the long and stable development of the sericulture cooperatives in Nanchong.The experience of organization and management of typical sericulture cooperatives in China,the current situation of sericulture cooperatives in Nanchong,the characteristics of organization and management of sericulture cooperatives in Nanchong were summarized.The main problems of the organization and management of sericulture cooperative in Nanchong were analyzed,which is based on the cooperative economy theory,modern property rights theory and principal-agent theory,and using literature research,field survey method,case study.In terms of organization structure,incompact organization structure,formalized member(representative)congress,council,board of supervisors;Unreasonable property rights structure and excessive concentration of equity;seriously different nature of membership,low overall quality had exposed.In terms of the management mechanism,the problems such as unfair distribution of benefits,puting more emphasis on distribution than accumulation,unreasonable decision-making mechanism,and the decision-making rights were hold by the core member had exposed.The optimization suggestions were put forward in view of the organizational management of the silkworm industry cooperatives in Nanchong,.In view of the problems of organization structure,put forward the scheme of optimizing governance structure,property rights structure and membership structure.To be specific,the member(representative)congress,council,board of supervisors should accord with legal regulation,and regularize there responsibility,members quantity,personnel selection combining with the specific situation of sericultural cooperatives;The joint-stock sericulture cooperatives should be encouraged on the basis of improving the definition of property rights;The member structure should be optimized by reducing membership diversity and improving membership quality.In view of the problems of management mechanism,put forward the specific measures of improving the profit distribution mechanism and decision-making mechanism,To be specific,the open,fair and transparent earnings distribution mechanism and distribution mechanism should be created;The decision-making mechanism should be improved by optimizing the decision-making methods and improving the decision-making ability of the council;In addition,an informal management system based on morality can be introduced to enhance the sense of membership and the cohesion of the cooperatives.All these measures can contribute to the long-term stable development of Nanchong sericulture industry.
