The past century has been significant changes for veterinary medicine, the traditional role of which has been changed from curing animal diseases to protecting human health and environment. Furthermore, the extensive development in globe trade of animal and animal products increased the risk of prevalence of animal diseases and zoonoses. Facing these challenges in a changing environment, Official Veterinary Services must accomplish the historical mission. Thus Veterinary Services rely on the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) of the World Trade Organization (WTO), and on the standards defined by the International Terrestrial Animal Health Code (the Code) and the recommendations of FAO. A chapter of the OIE Terrestrial Animal Health Code is dedicated to the evaluation of Veterinary Services and states that, the quality of the Veterinary Services depends on a set of factors, which include fundamental principles of an ethical, organizational and technical nature. The Veterinary Services shall conform to these fundamental principles, regardless of the political, economic or social situation of their country. The Guidelines for Strengthening Animal Health Services in Developing Countries of FAO also provides general background information on the basic topic, as a guideline. As a result, Veterinary Services must show that their structure, organization, resources, and scientific and technical capabilities are in line with the requirement of the international rules and need of their own countries. So establishment of a effective and efficient veterinary services infrastructure has become a goal of the reform of veterinary services. This study expatiates that OIE standards and guidelines of FAO concerning veterinary services, provides comprehensive information of 8 country's experiences of organizing veterinary services, and proposes the objectives and framework of reform of veterinary services to our veterinary authority. This thesis will contribute to design more effective veterinary delivery systems that help to improve the surveillance and notification of animal diseases and zoonoses, to safeguard public health, and to open up new markets for livestock products, thereby improving the development of livestock agriculture.
