Study On The Coordination Of Fisheries Law Enforcement During The Period Of Marine Fishing-prohibiting In Shantou City

The 18 th National Congress of the Communist Party of China proposed to put the construction of ecological civilization in a prominent position and integrate it into all aspects and the whole process of economic construction,political construction,cultural construction and social construction.At present,in the face of the tight constraints of marine fishery resources and the degradation of marine ecosystem,China has implemented the marine fishing-prohibiting system,and with the passage of time,the requirements of the fishing-prohibiting system are becoming more and more strict.In recent years,Shantou City has implemented the marine fishing-prohibiting system,maintained the fishing-prohibiting order in the fishing area,and promoted the sustainable development of marine fishery resources.However,with the growth of fishery management objects and the improvement of fishing gear and fishing technology,there are still some management loopholes in the regulation of fishing-prohibiting in Shantou City,which also puts forward higher requirements for the coordination of fisheries law enforcement.This paper makes an in-depth investigation on the coordination of fishery law enforcement in Shantou City during the period of marine fishing-prohibiting,combs the organization,mode and effect of fishery law enforcement in Shantou City during the period of marine fishing-prohibiting,use Bryson model to analyze the collaborative governance of fishery law enforcement in Shantou City,and focuses on the analysis of the defects existing in the coordination of fishery law enforcement in the internal region,external region and external department.Specifically,the law enforcement forces failed to form a unified force during the marine fishing-prohibiting,the means of ship closure and inspection were not rigorous,the channels of law enforcement coordination were not smooth,the joint law enforcement lacked a long-term mechanism,the participation of various departments in fishery law enforcement was not high,the degree of law enforcement cooperation among various departments was poor,and the cooperative supervision system of fishing ports was absent.In view of the defects of fishery law enforcement cooperation in Shantou City during the period of marine fishing-prohibiting,this paper discusses how to improve the level of fishery law enforcement cooperation in Shantou City during the period of marine closed fishing,and puts forward some optimization suggestions.The first is to optimize the internal regional law enforcement coordination,implement the law enforcement mechanism of the land and sea inspection department within the jurisdiction,establish a standardized fishing port inspection system,and promote the fishery law enforcement and supervision centered on the fishing port;The second is to optimize the external regional law enforcement coordination,promote the regional joint logistics and collaborative law enforcement mode,and promote the establishment of a long-term mechanism of joint law enforcement at the junction of Fujian and Guangdong;The third is to optimize the law enforcement coordination of external departments,establish a maritime collaborative investigation mechanism with the Marine Police Bureau,establish a collaborative law enforcement mechanism with the market supervision department,improve the case transfer mechanism with the public security organ,and promote the collaborative law enforcement mode of managing vessels and persons according to the port.
