Research On The Current Situation And Governance Of Illegal Marine Fishing In Jiangsu Province

With the rapid development of China’s economy and the improvement of people’s living standards,the consumption of seafood is also increasing,which leads to the uncontrolled exploitation of fishery resources,and ultimately leads to the deterioration of the Marine ecological environment.Jiangsu province has unique Marine fishery resources,with a wide variety of seafood and excellent quality.As an industry,Marine fishery fishing has driven the development of local economy,and the income and living standard of coastal fishermen have also been significantly improved.However,in recent years,forced to make a living,some fishermen ignore the law and start illegal fishing in the coastal waters of Jiangsu Province.This behavior not only accelerates the decline of local fishery resources,but also seriously affects the normal operation of law-abiding fishermen.This paper aims at the problem of illegal fishing governance in jiangsu province by using literature research method,field research method and other research methods,and makes an in-depth analysis of the problems and causes found,and puts forward countermeasures and suggestions for improving governance.Through the research of the paper,the following conclusions are drawn.（1）Illegal fishing presents a flood trend and causes great harm.From the analysis of the cases of illegal fishing in Jiangsu province in recent years,the phenomenon of illegal fishing is very serious,and the damage to the Marine ecological environment and fishery resources is relatively large,so it is urgent to strengthen the control of illegal fishing in Jiangsu Province.（2）Many problems existing in the control of illegal fishing seriously affect the smooth implementation of the control work.The main problems are unsatisfactory governance environment,long-term governance mechanism has not been established,governance law enforcement is not in place and innovation is not enough,social forces are not involved in governance,and it is difficult to promote the implementation of the transformation of fishermen from industry to industry.（3）The reasons for the problems in illegal fishing governance are important factors that cause the difficulties in illegal fishing governance.The main reasons are backward management concept,untacit linkage and cooperation between departments,insufficient law enforcement force and personnel quality,lack of understanding and understanding,lack of skills and so on.（4）The proposed countermeasures and suggestions can promote the in-depth development of the management of Marine illegal fishing in Jiangsu Province.Illegal fishing from strengthen governance organization propaganda work,to establish a long-term governance mechanism of illegal fishing,innovation to improve the way of illegal fishing administrative law enforcement,attract many society to participate in management,implementation of fishermen fishing production gathers a sound guarantee mechanism and so on five aspects elaborated the Suggestions on perfecting governance of jiangsu Marine illegal fishing.
