Research On The Shortage Of Pediatric Medical Resources In Shanghai And Its Countermeasures In The Perspective Of Three Dimensions

Children are the hope of a country,and are also the focus of the whole society concerned about.In recent years,everyone in China is talking about the news "hard to see a pediatrician".The problem of pediatric medical resource shortage has become more and more getting the attention of the whole society.In Shanghai,one of the largest cities in China with the permanent population increasing year by year,this problem is also increasingly serious.During the “2016 two sessions” of Shanghai,the problem of pediatric medical resource shortage has become the focus of the debate,and this problem has also became a "short board" of Shanghai which should be solved by spending big strength.As “one family two children policy” opens in China,and Shanghai as an international metropolis to attract more people to come here,the contradiction between supply and demand of the pediatric medical resource in shanghai is bound to worsen,and cracking the contradiction has become one of the highlights of the current medical system reform in this city.The essence of any resource shortage is the imbalance between supply and demand,in other words,is the resource allocation problem,and the pediatric medical resources problem is no exception.To solve this problem,we must take care of the two aspects of supply and demand.It is important to note that the demand of the medical resources,which is not a single,isolated problem.It has a considerable correlation between various needs.Most of the time,it is not the best idea that just to satisfy the needs of the surface demand.It is only effective when the supply-side reform is based on the match with the real and essential requirements of the demand.The demand of pediatric medical resource cannot simply be the "doctor" demand of the image and just stand in increasing the number of doctors,beds and hospitals.At first,this paper indicates the problem of the shortage of pediatric medical resource in Shanghai;In the combination of relevant theories of evidence-based medicine and public management,this paper proposes a pediatric medical resource allocation model of three dimensions,which names "prevention,self-healing,treatment".After that,this paper analyzes the existing solution about this problem now,pointing out the shortcomings respectively.According to the three dimensional model,this paper discusses both the supply and demand sides problems in Shanghai by a quantitative and qualitative evaluation,and points out that the current pediatric medical resources shortage in Shanghai is a shortage of multi-dimensions.After that,this paper analyzes the reasons behind the problem,afterwards it puts forward solutions to the problem,which means the revolution by three dimensions based on the essential demand of the patient.The last Chapter of this paper combines the field of the medicine and the progress of information technology and business innovation,and puts out that the problem may be solved in the future by subverting type in the field of technology and the business innovation.
