Study On The Development And Dilemma Of The Combination Of Medical And Health Care Institutions In Public Hospitals In Sichuan Province

The aging of population is sweeping the world,and there is a long way to go for caring old people.With the deepening of the aging society in China,the trend of the superposition of the elderly’s demand for medical and health services and life care is more and more significant,and the demand for health care services of elderly people is increasingly strong.China is still in the stage of "aging before preparation".Therefore,it is urgent that public hospitals,as an important component of China’s medical and health service system,should give full play to the advantages of plenty of medical and health resources allocation,actively test the mode of combination of medical and health care.Meanwhile,the public hospitals need further link up the demand of medical and health services and elderly care services,improve the quality and relevant supporting policies and measures.In this work,the methods of literature research,case study,comparative study and interview are used to study the combination of medical and health care for the elderly people in public hospitals in Sichuan Province.First,K Hospital,a public hospital which has early entered the field of medical and health care in China,was selected as the research object to conduct investigation and analysis on the above topic.This work aims to find out the difficulties of combining medical and health care in public hospitals in Sichuan Province and analyze the reasons.The study found that K Hospital,a public hospital,carried out the combination of medical and health care with the characteristics of "whole life cycle".On the supply side of "medical treatment" and " service for the aged",it reflects the integration of traditional Chinese and Western medicine and the expansion of traditional Chinese medicine health care services.Secondly,in practice,it is found that public hospitals are faced with many difficulties,such as less financial support from the government to carry out the combination of medical and health care services for the elderly,nursing beds being not enough to meet the needs of the elderly,relatively single service items,adding services without reference charges and criteria,and the low enthusiasm of talents engaged in the transformation into "combination of medical and health care".The reasons are as follows: the lack of top-level design of the medical and health care institutions in public hospitals,the imperfect financial support policies,the lack of motivation to develop medical and health care services for the aged,the few innovative items for elderly care service,the incomplete charging code of medical and health care service,and the channels of geriatric education for traditional Chinese medicine being not smooth.Based on the relevant theories,it is proposed that use the systematic governance thinking to improve the policy-making for the medical and health care institutions of public hospitals,and increase the support of operating funds.Meanwhile,the government should give full play to the advantages of traditional Chinese medicine in health care,and strengthen the construction of medical and health care institutions that integrating traditional Chinese and western medicine.The government will set standards for service items and strengthen the support of insurance for the combination of medical and health care.In addition,unblocking the channels of geriatric medical education and improving the ability and level of service personnel,are both recommended.Generally,from the perspective of the combination of medical and health care services for the elderly,this work puts forward suggestions on digging value-added service projects and promoting the healthy development of the combination of medical and health care institutions in public hospitals.
