An Empirical Analysis Of The Effect Of Medical And Halth Expenditure On Economic Geowth In Ethnic Areas

Health and National Health as a matter of national economy and people’s livelihood,has been concerned by all sectors of society.2019 is the 10th year since the promulgation of the new medical reform.Medical and health undertakings have developed rapidly,and China’s health level has also improved significantly.However,the living standard of residents in ethnic minority areas is relatively low,the level of medical treatment has not been given enough attention,as a multi-ethnic country in ethnic areas,the livelihood of the people is particularly important.One of the keys to solve the problem of people’s livelihood is to strengthen medical security and make reasonable and preferential financial medical policy.Financial expenditure on medical and health not only influences the formulation of welfare policy,but also influences the further development of economy.However,the existing literature on the impact of health spending on economic growth results are not the same.Studies of ethnic regions are few and far between.Therefore,it is of great significance to study the impact of fiscal health expenditure on economic growth in ethnic minority areas.Health expenditure has long been regarded as a kind of consumption expenditure,which increases social welfare while reducing economic growth rate.However,as an investment of healthy human capital,it shows its productive characteristics.Whether there is a positive relationship between health expenditure and economic growth in ethnic minority areas,and if there is a positive relationship,can we calculate the optimal scale of health expenditure and make a reasonable budget for health expenditure.Taking Inner Mongolia as an example.This paper discusses the influence of medical expenditure on economic growth in ethnic areas.In the framework of C-D model,this paper introduces the variables of health expenditure,using the panel data of 12 cities in Inner Mongolia from 2006 to 2016,and takes the input of labor force and material capital as the control variables,to study the relationship between health expenditure and economic growth.The results show that the health expenditure of Inner Mongolia has a significant positive effect on economic growth,and every 1%increase in health expenditure will cause a significant change of 0.4717%-0.5780%in the same direction.It is also proved that the medical and health expenditure in Inner Mongolia is productive expenditure,and the optimal scale is 2.26%of GDP.Then,the optimal-oriented growth model is used to predict the scale of health expenditure from 2017 to 2020,which provides a way to realize the optimal scale of health expenditure dynamically.Finally,on the basis of the above empirical results,this paper aims to gradually expand the scale of medical and health expenditure,thus providing more health protection for the ethnic areas in Inner Mongolia,furthermore,some policy suggestions were put forward to improve the economic growth effect of health expenditure.
