| From the beginning of 2020 to the present,suddenly,the COVID-19 has lasted for over 12 months.From a global perspective,the COVID-19 has been effectively controlled in China,but The European and American regions are falling into the second and third waves.According to real-time statistics from the Worldmeter website,as of December 22,the total number of confirmed cases of new crown worldwide has exceeded 77.81 million,with more than 1.71 million deaths.In total war prevention and control of the country’s new crown pneumonia epidemic,each of collaborative governance body to control the the COVID-19,it has played an irreplaceable important role.Timely summarizing relevant experience,learning from relevant lessons,researching and establishing a coordination mechanism for responding to major public emergencies is conducive to improving the national public health emergency management system and providing a strong institutional guarantee for my country to more effectively respond to major public emergencies in the futureCollaborative Governance theory is reflecting on a new governance theory formed the basis of the new public management theory,advocated the adoption of effective coordination and integration between the body,improve resource efficiency,promoting the reform of the organization,to meet the governance requirements,achieve governance aims.Collaborative governance theory has since produced only 10 years,many Western countries due to complete development of civil society organizations and has an active volunteer group,the broad participation of social forces,collaborative governance practice is very common in the community,but in dealing with major emergencies in front of public events,foreign collaborative governance appears weak,and China in combination of traditional hierarchical governance model coupled with the use of social forces collaborative governance,making China the situation quickly under control the spread of the epidemic in the early development of the new crown pneumonia.Through the cases of advanced cities in my country’s COVID-19 prevention and control,it can be seen that most advanced regions apply the theory of Collaborative Governance in the emergency management of epidemic prevention and control,in which the participation of social forces has controlled the spread of the epidemic to a certain extent in the early stage.This is mainly reflected in the community’s active cooperation with the government to complete various tasks,the government’s recruitment of full-time social workers to participate in epidemic prevention and control,and the provision of voluntary services by social organizations that have also played a certain role.However,judging from the practice of collaborative governance in my country,the lack of information resources,the imperfect reward mechanism,and the lack of professionals limit the ability of communities and social organizations to "shine fever" in the prevention and control of the epidemic.Based on the theory of collaborative governance,this paper uses methods such as participatory observation and semi-structured interviews to investigate the situation of collaborative governance in Jimo district in epidemic prevention and control,analyze the shortcomings of multi-agent coordination in the prevention and control of the epidemic in Jimo district,and give rise to shortcomings.Carry out cause analysis.At the same time,a comparative analysis of the successful practices of advanced domestic cities in the prevention and control of the new crown pneumonia epidemic was carried out,and the experience of coordinated governance in advanced areas of domestic epidemic prevention and control was summarized.Finally,it provides suggestions for the expansion of Collaborative Governance practices in the post-epidemic era,through the establishment of a sound collaborative governance power and responsibility system,improvement of the collaborative emergency response mechanism for major public emergencies,coordination of multiple mechanisms to build an emergency community,and establishment of a major public emergency management information platform These countermeasures and suggestions will prepare for the normalization of the epidemic in the future. |
