Research On Community Emergency Management In Epidemic Prevention And Control

The outbreak of COVID-19 has posed a severe challenge to China’s urbanization and human settlement environment.This epidemic prevention and control emergency campaign,which has a bearing on people’s health and social safety,has put forward practical requirements for perfecting China’s emergency management system.As the basic unit of the urban governance system,urban communities are important fortress of the overall epidemic emergency management,prevention and control work,which is also an important space to stop the spread of the epidemic.However,the community currently relies too much on administrative orders from superiors and lack initiative in the emergency management of the epidemic,which makes them unable to play a unique advantage in the epidemic.In this context,from the perspective of community emergency management,based on governance theory,this paper analyzes the current situation,existing problems and causes of urban community emergency management in response to COVID-19.This paper takes the practice of COVID-19 emergency management in a community in Taiyuan City as an example.In addition,this paper finds that during the period of COVID-19,community emergency management tends to be administerization seriously.Community residents have serious panic,community epidemic prevention subjects are single,community epidemic prevention materials are insufficient and the community infrastructure construction is weak.The deep-level causes of the problems are analyzed.Based on this,relying on the construction of smart community platform,countermeasures and suggestions to improve the community emergency management of COVID-19 are proposed.The countermeasures and suggestions proposed in this paper include: Establish and improve the community emergency management mechanism,establish a proactive community emergency management concept,strengthen the community emergency management fund guarantee,build a community of common destiny,build community emergency information platform,enhance the community humanistic psychological care and others.We hope that we can help the whole society improve its ability to cope with the outbreak by enhancing the capacity of community emergency management.
