Study On The Prevention Supervision And Control Of Occupational Diseases In Zigong City

Occupational diseases have posed a serious threat to the physical and mental health of the majority of workers,which has become a social problem that urgently requires widespread public attention and prevention and control of occupational diseases.In recent years,extensive development has not only aggravated the occurrence of occupational diseases,but also caused an increasing number of factors that cause occupational hazards.The prevention and control of occupational diseases is facing a very severe situation,in which effective prevention and supervision of occupational diseases is a problem that urgently needs to be addressed and dealt with at this stage.This paper,used methods of literature research,statistical analysis,questionnaire surveys,interviews,and other research methods,and is based on related theories such as government regulation,public products,and responsible government,to investigate and analyze problems in the supervision of occupational disease prevention and control in Zigong City.In this study,questionnaires and interview outline were designed.The questionnaire contained a total of 20 questions,which involve the scale of the company,the awareness of occupational diseases and occupational hazard factors,the implementation of the “three simultaneous”measures of occupational disease prevention in construction projects,the occupational health examination,the supervision and inspection of relevant government departments,and the prevention and treatment of occupational diseases.The study selected 106 local enterprises which were included in the management of occupational hazards,as the target of the questionnaire.A total of 530 questionnaires were distributed,and 471 were actually revocered,among which 443 were valid,with an effective rate of 83.58%.Different interview outlines were designed separately for occupational disease prevention and control supervision departments and technical support institutions and a total of 5 department heads were interviewed.The content of the interviews included the establishment of occupational disease prevention and control regulatory agencies,staffing,inter-departmental coordination,and technical service agency capabilities.Based on the analysis of the survey results,it is concluded that there are three problems in the supervision of occupational disease prevention and control in Zigong City: unimplemented governmental responsibility for the prevention and control of occupational diseases,weak supervision and inspection of the health department,and impeded joint supervision mechanism for the prevention and control of occupational diseases.Taking the actual situation in Zigong City into account,the study proposed effective measures from three aspects: all-round promotion of the government’s responsibilities for the implementation of occupational disease prevention and control,strengthening occupational disease prevention and capacity building,and perfecting a long-term mechanism for joint supervision of occupational disease prevention and control in Zigong City.
