County-level public hospitals are an important carrier for the government to provide basic medical and health services to residents in county-level regions.They are the bottom line of Chinese public medical service system and the leader of the rural tertiary medical and health service network.As the main body of the medical service behavior,the doctor is the crucial factor of the hospital’s medical service ability.The medical service capacity of county-level public hospitals in our country is generally low,and the function is not fully utilized,which cannot fully meet the medical and health needs of the masses.The main reason is that they are restricted by the doctor team.Therefore,it is of great significance to study the issue of doctor team building in county-level public hospitals.This article adheres to the problem-oriented approach,taking the physician team from 15 county-level public hospitals in Q city as the object,using literature research method,questionnaire survey method,in-depth interview method,statistical analysis method,etc.to conduct empirical research,and the purpose is to formulate relevant medical and health care.The planning policy provides reference for decision-making,provides a plan reference for the strengthening of the doctor team in county-level public hospitals,provides a path reference for the healthy development of the doctor team in county-level public hospitals,and provides a reference for measures such as tiered diagnosis and treatment and other related medical and health systems.The study found that the main problems in the construction of the doctor team in county-level public hospitals are: insufficient total,low professional quality,unbalanced structure,imperfect systems and mechanisms,and negative work emotion,etc.In summary,the main reasons for problems are: insufficient county competitiveness,lack of institutional support,insufficient policy leadership,insufficient hospital management,and insufficient social driving force.In response to the problems and reasons,this article is based on the two basic points of taking the official team of on-the-job doctors as the implementation target and public institutions as the main body of implementation,forming a basic idea,focusing on strengthening county-level public hospitals from the perspectives of mechanism,policy,capacity,and publicity.This article puts forward four countermeasures and suggestions on the construction of the doctor team: First,the mechanism construction is the main starting point to provide organizational guarantee for the construction of the doctor team in county-level public hospitals.The second is to focus on improving policies and providing scientific guidance for the construction of the doctor team in county-level public hospitals.The third is to rely on the internal strength of the county as the main support to provide direct impetus for the construction of the doctor team of county-level public hospitals.The fourth is to promote public opinion and provide social environmental support for the construction of the doctor team in county-level public hospitals.
