Study On Regional Adjustment Of Jiangsu Province In Yongzheng Dynasty

The administrative division in the early Qing Dynasty basically inherited the plan of Ming Dynasty.With the development of social economy,many disadvantages in local state and county administration have been exposed,and to a large extent,it has hindered the local administration and even the central control over the local government.As a result,the Qing Dynasty took the lead in dividing counties in Jiangsu Province,which had a large number of financial contributions and complicated local affairs.From Yongzheng two to nine years,it changed counties and counties one after another,almost involving most of the unified county districts and county-level districts in the province.The drastic adjustment has not only changed the regionalization pattern in Jiangsu Province,but also basically achieved the purpose of analyzing local affairs and clarifying maladministration.This paper is divided into three chapters.The first chapter expounds the whole process of ’Shengzhouxixian’ in Jiangsu Province,and classifies the different types of’Shengzhouxixian’in Jiangsu Province,which clearly shows that the Shengzhouxixian in Jiangsu Province is concentrated in two time points,one is the addition of four Zhili States in Yongzheng two years and the division of most county government areas in the south of the Yangtze River,and the other is the addition of Jiangbei two counties in Yongzheng nine years.In the second chapter,the paper analysis the causes of the ’Shengzhouxixian’ in Jiangsu Province.The general trend of the change of the man-in-land and the land-mu in this period is outlined by the statistics of the data of the man-in-field and the field-mu.Furthermore,the influence of the social economy on the adjustment of the division is reflected.In addition,the geographical location and the military cloth-prevention factors which are ignored by the academic circle are included in the analysis,and the two are interrelated and indivisible,especially in the setting of the direct-view state.It is not only a problem that occurs during the period of the Yongzheng period,and the relaxation of this issue during the period of Shunkang is that the Qing government in the period of Yongzheng has to start to act,and incandescent be in a hurry,and then try to directly rectify the bad atmosphere in the official environment with the help of the state-of-the-state county.It is the global consideration of the various factors,and it is appropriate to select the division adjustment means such as the state-of-the-the-state to balance the influence between the various factors.In the third chapter,the influence of the state-up of the state-up county is analyzed.And the administrative system is gradually adapted to the new zoning pattern after the state-upheavals through the combination of the abolishment or the reestablishment of the official and merger or independence of administrative authority.The clarity of the number and function of officials has not only improved the administrative efficiency,but also improved the issue of the rule of law.The improvement of the efficiency of the officialundefineds work makes the former backlog of state and county affairs clear and settled,the reduction of the number of the cases,and the large-scale inventory of the amount of money and grain,all of which have led to the local government to strengthen the control of the regional society.Through a comprehensive investigation of State and county adjustment,it can be reflected that zoning adjustment is not only a policy of regionalization and adjustment,but also shows the central government’s strong grip on local government.
