The thesis also discusses the fund source of building seawalls, the arrangement of official ranks and daily management of seawalls. Emperor Yongzheng thought fund support and management were most significant, so soldiers were assigned to guard it, and officials with high ranks were sent to the locality to direct the relief construction when natural disasters were severe. Moreover, the thesis shows the development and innovation of seawall constructing technologies, making a full analysis of the importance of the convert from soilwall to stonewall and fish-scale stone wall and many other technologies.
