The research report excerpts The Overall Plans of China(Shandong,Hebei and Jiangsu)New Pilot Free Trade Zones from The Notice issued by the State Council in August,2019 as the translation material of C-E translation practice.The thesis concludes the three typical features of policy and political expressions,intensifiers of verbs and sentences without subjects,and discusses how to translate them from the perspective of the three rules of Skopos Theory put forward by Hans J.Vermeer.Under the guidance of skopos,fidelity and coherence rules,the translator proposes basic translation methods and techniques to address difficulties encountered in the translation of government documents: for the purpose of information communication,the translator adopts literal translation and free translation to translate policy and political expressions;in order to achieve intertextual coherence,when translating intensifiers of verbs,the translator employs translation methods and techniques,such as literal translation,conversion of parts of speech and omission;for Chinese sentences without subjects,both addition of subjects and translation into passive voice are feasible methods under the coherence rule.Priority should be given to the expected purpose and function of the target text.The use of translation methods and techniques in a flexible and appropriate manner will improve the translation of government documents for the purpose of introducing China’s routes,policies and resolutions,as well as strengthening international cooperation and communication.
