In the 21 st century,as globalization moves on,economic ties among different countries are strengthening.Since its national election in 1998,Cambodia has witnessed a rapid economic growth.However,due to historic influence,Cambodian industry still falls behind.In 2015,Cambodian government approved the “Cambodia Industrial Development Policy 2015-2025”,or IDP,painting the blueprint for Cambodian industrial development in the following decade.This IDP also plays a crucial role in helping Chinese readers know more about Cambodia and promoting the economic and trade ties between Cambodia and China.The author translated the first six chapters of this IDP,from “Executive Summary” to “Strategic Framework”,beginning in October,2019,and ending in January,2020.Based on this translation,the author used George Steiner’s Theory of Hermeneutic Motion to analyze the translation process.George Steiner’s Theory of Hermeneutic Motion points out that translation includes four stages: trust,aggression,incorporation,and compensation.This theory is widely studied in translation circle.In the past,it was mostly used to analyze literary translation,but in recent years,it has begun to be used in the analysis of non-literary translation,including the translation of government documents.To ensure the quality of the translation,following trust,aggression,incorporation,and compensation,the author analyzed and studied her translation process from lexical,phrasal,and syntactic levels,and found that Steiner’s Theory of Hermeneutic Motion would help improve the quality of her translation,and expand translating thoughts.The author has chosen some lexical,phrasal,and syntactic translations as case analyses,hoping to provide a reference to translators who are engaged in the translation of government documents.
