During the 13th Five-Year Plan period,the overall development of the country has entered a new period of comprehensive improvement.Economic strength can highlight the comprehensive ability of a city,while cultural deposits can determine the development space of a city.Under the leadership of the local government,integrate the research and development platform,establish a market mode,and build a cultural industry integrating cultural innovation,entertainment and service,so as to promote the overall innovation of the city.Hebei Province plans to build a cultural and creative industrial park with cultural charm,vitality and characteristics in the future.Hebei province is surrounded by Beijing and Tianjin,and Langfang is between them.It is a pearl on the corridor of Beijing and Tianjin,with superior geographical position and developed intercity traffic network.In the future,how to integrate cultural and creative industry resources,further strengthen government guidance,and promote the construction of cultural and creative industry park is the key to promote the development of Langfang City.This study will take Langfang City as an example to discuss the current situation of the government’s guidance and optimization measures for cultural and creative industrial parks,so as to provide theoretical inspiration for the construction of cultural and creative industrial parks.Researchers at home and abroad have conducted a large number of studies on the problems found in the development of cultural and creative industries and the construction of industrial parks,providing a theoretical basis for the development of cultural and creative industries and the construction of industrial parks with high quality and rich practical experience.But there is little research on the management function of industrial park.Based on the functions of the government of the on-the-spot investigation,local practice and theory knowledge,comprehensive analysis of the problems existing in the langfang city culture creative industry park construction and its reason,summarize and put forward the existing in the construction of cultural creative industry park in langfang city lack of industrial policy,rigid management system,inadequate supervision and implementation does not reach the designated position,platform function and reverse coordination mechanism.Therefore,when developing cultural and creative cultural industrial parks,the government must rely on the resource advantages of the city,have a long-term vision,change ideas,emancipate the mind,and move forward courageously.We will seek new breakthroughs in functional transformation,political reform,public services and market regulation.
