Fragmentation And Holistic Governance Strategy Of Public Cultural Service Provision In Urban Communities

Since the reform and opening up,China's economy has developed by leaps and bounds and its status in the international community has been constantly enhanced.Subsequently,Chinese people's demand for public culture is growing high,and the public cultural demand of urban community residents is increasingly diversified and personalized.In view of this situation,the government has issued a series of policies to actively arrange and implement various tasks of urban community public cultural service supply,but the satisfaction of the residents is not high.Reasons abound for this situation,one of which is the fragmentation of the supply of public cultural services in urban communities.In view of this,this thesis takes the holistic governance theory as the tool,and tries to solve the fragmentation problems in the supply of public cultural services in urban communities,so that the government can provide public cultural services in urban communities with high public satisfaction.By using the methods of literature research,questionnaire survey and interview,the author selects several representative communities in Yichang City,Hubei Province,to carry out field survey.According to the survey data,it can be concluded that the fragmentation problems exist in the supply of public cultural services in Yichang urban communities.Based on the principles of holistic governance theory,strategies have been put forward to solve the urban community public cultural service supply fragmentation problems from five aspects,namely to optimize the policymaking of public cultural service supply in urban communities,integrate the contents of public cultural service supply in urban communities,improve the supervision of public cultural service supply in urban communities,coordinate the division of responsibilities of supply departments of public cultural services in urban communities,and adjust the vertical power distribution of public cultural services in urban communities.The innovation intention of this thesis is mainly manifested in three aspects:(1)innovation of the research perspective.At present,the research on the fragmentation of the supply of public cultural services in urban communities from the perspective of holistic governance theory is quite rare in domestic academic circles,and this paper makes a bold attempt in this regard,which is of distinct innovation.(2)innovation in exploring problems.Through the literature review,it is found that the fragmentation of division of responsibilities of horizontal government departments is mainly discussed in domestic academic circles,but the problem of fragmentation of the vertical allocation of power among governments at different levels is rarely discussed.While this thesis uses a large number of detailed data and materials to explore the latter,which is obviously innovative.(3)innovation of governance strategy.This thesis proposes a holistic governance strategy for the fragmentation of the supply of public cultural services in urban communities,which is an incremental innovation in the domestic academic community and has great reference value for relevant departments to formulate practical policies.
