| As a supporting policy of Shanghai Hukou personnel’s residence service and management,the policy of enrolling school-age children who are separated of Hukou and residence was tried out in the whole city in 2015.Meanwhile,it was that became the focus of social concern.Why would a change in admissions policy be a social hot spot? And what is the reason that the change has arisen the social great concerns for a long time? Tracing back to the original,Shanghai has started the relevant policies of the pilot work as early as 5 years ago.From the policy experiment to the policy implementation,it can be said that the policy follows the general rules of policy implementation.However,does policy implementation achieve the established policy target? What factors have affected the effective implementation of the policy during the implementation of the policy? This paper will mainly use the Smith model to analyze the problems from four aspects: the policy,executive agencies,policy objects and environment.We construct the Smith model to analyze the four factors that influence the implementation of the policy.We find that several problems have negative effect on the implementation of the policy and the effect of the implementation in the course of the implementation of the policy of enrolling school-age children who are separated of Hukou and residence in Shanghai,for instance,the unclear target and unscientific planning,the additional conditions for executing agencies,the lack of coordination among the horizontal organizations,policy objects’ misunderstanding,too high expectation,irrational social environment and so on.From the enrollment situation in some central cities in 2015,the amount of enrolling school-age children who choose to enroll the school in residence has reached 10 to 20 times as many as in previous years.However,there has been a general phenomenon that the Hukou and residence of enrolling school-age children is not in the same area because of the demolition,population density and other issues.Obviously,such a large number of enrolling school-age children who choose to enroll the school in residence is not the expectation target of the policy.Therefore,it can be said that,the implementation of this policy is actually deviated from the predetermined policy target based on the above analysis of various factors.The real target is to improve the education supporting services,and solve the nearby enrollment problem of a few enrolling school-age children who are separated of Hukou and residence.Instead,it has become a shortcut for some people to "choose school",occupying other people’s opportunities to enjoy the convenience of educational resources.This paper is divided into six parts.The first part is introduction.It introduces the background of the topic,the significance of the research,the research status of related issues at home and abroad,and the research content and methods of this paper.The second part is theoretical analysis.It introduces some concepts involved in this paper and the Smith Model.The third part is about the current situation of policy implementation.The policy of enrolling school-age children who are separated of Hukou and residence,the implementation measures of the policy and the factors that affect the effective implementation of the policy have been introduced and analyzed.The fourth part is to draw lessons from experience.It introduces the similar enrollment policies at home and abroad,and learns from the relevant policy implementation experience.The fifth part is the countermeasure suggestion.It makes recommendations for the policy content,the main body of policy implementation,the policy object,the environment and so on.The sixth part is the conclusion and prospect.It summarizes the results of the research,analyze the shortcomings of the research,and make some prospects for the further research. |
