Study On The Effectiveness Of Implementing Financial Aid Policies For Poor Students In Jiangxi Province Under Smith’s Policy Analysis Model

Policy implementation is a particularly critical link in the policy process and an effective way to translate policy objectives into reality.At the 20 th National Congress of the Communist Party of China(CPC),it was proposed to improve the student funding system covering the whole school period.With the end of the fight against poverty,expanding the achievements of the fight against poverty and promoting the revitalization of rural education has become an important part of the country’s long-term development goal of the 2035.The student subsidy policy is a public policy that optimizes the whole school period education,promotes education equity and social equity,and promotes the equalization of public services.At present,China has formed a student aid system focusing on the higher education aid system,and the funding policies for the rest of the school segments are constantly innovated and promoted.In order to deeply understand the current situation of the implementation of the financial aid policy for poor students in the whole academic period in China and the problems in the implementation process of the policy,this paper selects the students in all academic periods in Jiangxi Province as the research objects,uses literature,survey,quantitative analysis and other research methods,and based on the Smith policy analysis model,analyzes the influencing factors of the policy implementation effect from the four aspects of the financial aid policy,the implementation subject,the target group and the implementation environment,At the same time,with the help of the game theory model,the paper analyzes the strategic choice of the main body in the funding policy environment,deeply analyzes the problems and reasons in the implementation of the student funding policy in Jiangxi Province,and puts forward corresponding countermeasures and suggestions.The content of this study is divided into six parts: The first part is the introduction,which introduces the background,significance,literature review,research methods,etc.The second part is the core concept and theoretical framework,which outlines the core concept and defines its scope,and discusses the Smith model and its applicability to this paper.The third part is the overview and survey analysis of the current funding policy for the whole school period.Based on the Smith model analysis framework,the questionnaire and interview content are designed to sort out the implementation of the funding policy for the poor students in the whole school period of Jiangxi Province.At the same time,dynamic game with incomplete information is used to support the research results.The study found that the funding policy for the whole school section in Jiangxi Province has taken shape,and the funding policy is based on relevant national documents and promoted in all branches of the whole school section.The fourth part is the analysis of the effect of financial aid policy implementation and its influencing factors.Based on questionnaires and interviews,the specific problems in the implementation of financial aid policy are described in four aspects:financial aid policy,implementation subject,target group,and implementation environment,respectively.It also analyzes the influencing factors for the presented problems.The fifth part is the game model construction,based on dynamic game model analysis,to analyze the operation system of the funding policy.From the evolutionary game,we verify the optimal solution of the real policy implementation system with the most benefits.The sixth part is the optimization suggestion,which gives the corresponding countermeasure suggestions for the situation and problems of the implementation of the financial aid policy for poor students in Jiangxi province in the whole school period.Measures are taken to improve the current financial aid system,improve the comprehensive quality of policy implementation subjects,strengthen the effective communication of target groups,and guide the continuous improvement of the policy environment to promote the effective operation of the policy.Starting from the four aspects of improving the current financial support system,improving the comprehensive quality of policy implementation subjects,strengthening the effective communication of target groups,and guiding the continuous improvement of the policy environment,corresponding measures are taken to promote the effective operation of the policy.
