| Property service fee management is the companion of social progress and improvement of living conditions after China’s reform and opening up.It is also one of the links that people pursue high quality of life and continuously promote social governance.With the rapid progress of urbanization,people’s demand for property service in residential areas is increasing day by day.People’s opinions on property service charge in residential areas are increasing,and the contradiction of property charge is increasingly prominent,which has become an inescapable problem in social governance.At present,laws and regulations at the national level are mostly limited to macro guidance,while regulations are various in different cities or provinces.So it is difficult to form a systematic and detailed uniform specification or regulation.Residential area property service charge management and the vital interests of residents are closely linked.With the gradual improvement of residents’ awareness of democracy and rights protection,it has become the call of the new era of socialism with Chinese characteristics to study and optimize the management of property service charges,including guiding the democratic participation of multiple subjects and making full use of multiple synergistic advantages from the perspective of multiple co-governance.Based on the theory of multiple co-governance and the theory of the relationship between the government and the market,this paper means to discuss the multiple co-governance scheme of property service charges management from the perspective of multiple co-governance.Meanwhile,in order to analyze the problems and causes of property service charges,this paper adopts a variety of methods such as investigation and research method,case analysis method,combined with the general situation of Kun Shan.For the details,first,this paper does some research in property management services and property management fees in Kun Shan.Second,this paper teases out eight aspects of the property service charge management problems,through the visit and communication and related questionnaires to the property service management.Then,this paper analyzes the related reasons for different main bodies and categories from both inside and outside.Finally this paper puts forward the concrete scheme of property service charge management,and gives the specific advice in the policy system level and practice level.The advice is as follows:Deepen the community party organization leadership;socialize the territory of district and town and community management;make realty service enterprise standardization and marketization;specialize the owners’congress and the owners’ committee;link the owner team with the property management services,rationalize the appeals from the owners and the user of property;sharpen the responsibility of the real estate development company at the beginning;systematize their social organization services;make it more precision of the services from all kinds of external agencies and so on. |
