The Present Situation And Countermeasures Of Sino-russian Economic And Trade Cooperation In The New Era

At present,the comprehensive cooperation between China and Russia in the political,economic,cultural and other fields is an important part of the comprehensive strategic cooperative partnership between China and Russia.Against the backdrop of the 70th anniversary of the establishment of diplomatic ties be tween China and Russia,the two countries have maintained close exchanges and smooth cooperation at all levels and in all fields.China and Russia have demonstrated to the people of the world a new model of major-country relations.Economic and trade cooperation,as the basis of cooperation in various fields,plays an important role in maintaining friendly relations between the two countries.China and Russia have a long history of exchanges.Our unique geograp hical advantages,compatible strategic policies,friendly diplomatic relations and complementary economic structures have laid a sound foundation for our in-depth cooperation.However,in a complex and volatile international environment,the economic and trade cooperation between the two countries is also facing the pressure of turbulence in the international community.With the support of the two governments and relevant policies,market demand and the framework of multilateral cooperation mechanisms,china-russia economic and trade cooperati on will also embrace new opportunities for development.As a port city,tongjiang city in heilongjiang province has built "one bridge and two ports" based on its geographical advantages bordering Russia.It is worth mentioning that the construction of tongjiang railway boundary river bridge has ended the history of no railway bridge connecting the border river between China and Russia.It will promote trade and personnel exchanges between China’s northeast region and Russia’s far east,and form another international multimodal corridor connecting China’s northeast railway network with Russia’s Siberian railway.The year 2019 will also mark the 70th anniversary of the esta blishment of diplomatic ties between China and Russia.In this context,China-Russia economic and trade cooperation will also welcome new opportunities for development.To this end,I analyzed the importance of sino-russian economic and trade cooperation,and further elaborated on the current situation,characteri stics,existing problems and countermeasures of sino-russian economic and trade cooperation in tongjiang city,heilongjiang province.First of all,this paper expounds the importance of china-russia economic and trade cooperation from the perspectives of geographical location,strategic concept,diplomatic relations and cooperation fields.China and Russia are each other’s largest neighbors and have unique geographical advantages.Tongjiang city in heilongjiang province,with a history of one hundred years of customs clearance,is also one of the first ports of cooperation with Russia established by the People’s Republic of China.The successful construction of the railway bridge in tongiang city will further promote the economic and trade cooperation between China and Russia.The strategic alignment between the "One Belt And One Road"advocated by China and the Eurasian economic union led by Russia will be a major opportunity for cooperation between China and Russia.After the cooperation strategy of developing in the same direction was adopted by China and Russia,heilongjiang province issued a series of policies to promote the economic and trade cooperation between heilongjiang and Russia,which laid a foundation for the further expansion of the exchanges and cooperation between heilongjiang and Russia.In terms of diplomatic relations,China and Russia have maintained rare tacit understanding in many political events and built up political mutual trust.President Xi Jinping has made eight formal inquiries about Russia from March 2013 to June 2019.The summit meeting between the heads of state of China and Russia is of great significance to deepening und erstanding,enhancing friendship and building trust between the two countries.In addition,the regular meeting between Chinese and Russian prime ministers,the exchange mechanism between government departments at all levels,and the exchange mechanism between the parliaments and ruling parties of the two countries have played a positive role in strengthening china-russia friendship and mutual trust.At the same time,China and Russia have extensive cooperation in many fields.Secondly,the economic and trade cooperation between heilongjiang province and Russia has continued to improve.China has become the largest importer of Russian food and the fourth largest source of investment in Russia.Russia has become the largest source of China’s crude oil imports and the second largest destination for China’s cross-border e-commerce exports.These have provi ded a guarantee for the sustained improvement of heilongjiang’s economic and trade cooperation with Russia from the perspective of basic conditions and pros pective development.The scale of economic and trade cooperation with Russia has also been continuously expanded,including steady investment and infrastr ucture construction,as well as the establishment of cooperation mechanisms for all-round exchanges.However,heilongjiang province has certain constraints on deepening economic and trade cooperation with Russia.It is necessary to further strengthen the top-level design,and formulate strategic plans for the far east region of Russia or related to our province,with careful study,in-depth analysis and relevant implementation plans.We will establish an inter-regional cooperation and coordination mechanism,strengthen communication and coordination between the two regions,and institutionalize contacts,meetings,consultations and information exchanges between the two sides,so as to timely coordinate and effectively solve problems arising from bilateral cooperation in various fields.We will accelerate the establishment of a normal mode of cooperation with the relevant departments of the.Russian prefectures and regions,and constantly expand the economic and trade communication channels and cooperation areas between tongjiang city and the Russian prefectures and regions.We will accelerate port infrastructure construction,open wider to Russia,continue to hold China-Russia cultural season activities,and accelerate the introduction and training of Russian language professionals.Based on the analysis of the economy and trade between tongjiang city and Russia,this paper tries to find out the factors hindering the development of the two places and the solutions,so as to provide Suggestions for better coope ration in the future,and at the same time,provide a new way of thinking for a more comprehensive and rational view of the politics,economy and culture between the two countries in the future.
