Study On The Problems And Countermeasures Of Public Petition

Nowadays,our country is in a new period of transition from rapid development of economy to high-quality development and is in the historical stage of making a decisive move toward the establishment of a well-off society in an all-round way.The general situation of social contradictions is frequent,and the types of contradictions highlighted are becoming more and more complex.In the process,contradictions are concentrated in petition by the masses.The population of petitioners has been enlarged,the age-group has been polarized,and the organization has become more closely linked,and the pressure on the petition department continues to increase,which has become the hot issue in current social conflicts.These have become prominent issues affecting social stability and the process of democratization.Especially for the Beijing petition,because of its particularity and sensitivity,all local governments have to spend a great deal of manpower,material resources and financial resources to maintain social stability.At present,the public security organs have exposed a great deal of issues during their handling of the petitions to Beijing.If these problems are not thoroughly analyzed and solved,these will surely become the hidden trouble affecting the stability and unity of China.Base on the above,this article refers to domestic and foreign scholars on the petition study,considering the advantages of western system,historical development path of the petition in China,as well as the characteristics of the petition work by public security organs,to study the current situation and theoretical basis of China’s petition work.This article selects the Beijing petitions of Q city in recent years as typical cases and entry point,at the same time interviews with the main leaders of the peace-keeping team and the Beijing team of Q city Public Security Bureau,who helped to design the questionnaire that was conducted on 100 Beijing petitioners.The article sorted out the responsibilities and process of the Q city’s Public Security Bureau handling petitions to Beijing through a large number of literature readings.Through observing and studying the actual situation of Q city public security officials visiting and handling the petitions to Beijing.The article compares the data of different types of petition matters in different periods that analyze the causes of Beijing petition of Q city.Then the author further studied the results of the questionnaires to understand the petitioners’ understanding and views on petition work.At last,the author put forward countermeasures and suggestions for improving public security petition work in the new period of China,by hoping the future will benefit.
