Problems And Countermeasures In The Construction Of Business Environment In Xiantao City,Hubei Province

"The business environment is like the air,the clean air is the only way to attract foreign investment,"Xi said in a memorable speech on the business environment at the 2018 Boao Forum for Asia.Business environment is an important part of the country’s comprehensive strength and an objective reflection of its economic soft power.Its advantages and disadvantages determine the flow of projects,talents,information and other economics elements,The quality of the business environment will determine the flow of factors such as capital,talents and information of a country,under the background of economic globalization,the competition of business environment has increasingly become an important aspect of the competition between countries.In 2002,the World Bank published its first "Doing Business" report,taking 11 aspects as evaluation indicators,such as business start-up,license processing,credit support,tax payment and investor protection,as more than 190 economies around the world are evaluated,the business environment has gradually become a hot word,and all countries regard the business environment construction as an important driving force to enhance national competitiveness.Entering the new century and the new era,the Party Central Committee and the State Council have brought the construction of business environment into the national strategy,and put forward the goal of creating an international,legal and convenient business environment,provinces and cities have gradually realized the importance of business environment to the development of a region or a city,and have joined in the drama of creating a first-class business environment,with a view to achieving the "planted Phoenix tree,led to the Phoenix," the beautiful vision.The research object of this paper is Xiantao City,a county-level city directly under Hubei Province.The first reason is that Xiantao City has always been committed to optimizing the business environment,and has achieved preliminary results;the second reason is that as the work place of the author,it is conducive to the investigation and research;the third reason is that compared with some districts and counties in Beijing,Shanghai,Jiangsu,Zhejiang and other places,Xiantao City still has more room to improve the business environment.Through combing the relevant concepts and theories of business environment,this study analyzes and introduces the experience of business environment construction at home and abroad,designs an interview outline based on consulting data,summarizing experience and comparative analysis,and conducts telephone interviews with 60 entrepreneurs,enterprise executives and accountants in Xiantao City to understand the business of Xiantao City This paper analyzes the current situation and problems of business environment construction,analyzes the causes,and puts forward targeted suggestions to provide reference for the city to build a first-class business environment.The structure of this paper is mainly divided into six parts:the first part is the introduction part,which mainly introduces the research significance and background of this paper;the second part is the basic concept and theory,which briefly introduces the concepts and theories of business environment,public service,business environment construction,new public management theory,customer satisfaction theory,etc.;The third part is the comprehensive situation of the business environment of Xiantao City,mainly introducing the general situation of the business environment of Xiantao City,the construction practice of the business environment of Xiantao City,and the overall evaluation of the business environment of Xiantao City by the interviewees;the fourth part is the analysis of the existing problems and causes of the business environment construction of Xiantao City,mainly introducing the basic situation of Xiantao City,and summarizing the existing problems of the business environment construction of Xiantao City The fifth part introduces some advanced experience in the construction of business environment at home and abroad;the sixth part puts forward some specific countermeasures to optimize the business environment of Xiantao City.
